- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTES OR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES/PROPOSALS ARE NOT BEING REQUESTED. This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source. The National Institutes of Health (NIH), National Library of Medicine, intends to enter a contract on a sole source basis with Jonathan A. Hill Bookseller Inc., 325 West End Ave., New York, NY 10023 to acquire 3 rare books as follows: 1. Shi, Guitang. Satsubyo shinan [Directory for Diagnosing Diseases]. Japan, 16th century This book has been identified as the third-earliest medical book to be printed in Japan. The copy we are interested in is bound in its original wrappers, stained dark brown with fermented persimmon juice. It is an extremely rare, late Muromachi-era edition (a gozan-ban, with no copy in WorldCat) of one of the major Chinese texts on the pulse and diagnostic methods of the Song dynasty. Shi was a Southern Song dynasty doctor; this work was first published in China in 1241 (although no copy of that edition seems to have survived). This was a very popular text in Japan, and there were several 17th-century editions, including at least one movable type book. 2. FLEISSNER, Georg. Ritter Orden De� Podagrischen Flu�. Place of publication not identified, 1601. This is a third edition of what has been cited by scholars as the longest poem on the gout. There were editions of 1594, 1596, this edition of 1601, and 1611. All are very rare, and there is no copy of any of these editions in North America. �Ritterorden des Podagrischen Fluss (Order of the Gouty Humor) is an allegorical poem which was composed in German by Georg Fleissner, a captain from Schoenberg, then residing in Schlackenwerth. Its 1088 lines make this by far the longest poem about gout. The story has two parts. The first 658 lines tell the origin of the goddess Podagra and of her Order of the Gouty Humor, and the last 430 lines relate the ways gout was perceived to benefit its victims. 3. IMAMURA, Tomo. Ninjin shinso [Ginseng, the God of All Medicines]. [Seoul]: Chosen Sotokufu Senbaikyoku, 1933. This book is a first edition of a scholarly work on Korean ginseng and its cultivation and uses in medicine. Imamura (1870-1943) studied in Korea for many years and served there during the Japanese occupation. The lithographic plate, printed on both sides in color, depicts the ginseng plant (including flowers and leaves), its roots, and the final products (red and white ginseng). This notice incorporates provision and clauses in effect in the FAC 2024-02 effective December 22, 2023, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about February 29, 2024. The North American Industry Classification System Code (NAICS) applicable to this requirement is 513130 Book Publishers and the business size standard is 1000 employees. Only one award will be made as a result of any solicitation derived from this notice. The award will be a firm fixed price type order. Interested parties may submit a quote or capability statement not exceeding 5 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contracting Officer, LaDonna Stewart at ladonna.stewart@nih.gov no later than 11:00 am Eastern Time on February 20, 2023. NO collect calls will be accepted. NO facsimile transmissions will be accepted. Any quotation, if timely received by an eligible offeror, shall be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Vendors must be registered in the System for Award Management (Sam.gov) at the time any offer is submitted. Any information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
