Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is 75N94024R00023a and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2024-02. The North American Industry Classification (NAICS) Code is 811210 with a size standard of $34m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis from FEI Company (part of ThermoFisher Scientific) 5350 N.E. Dawson Creek Dr � Hillsboro, OR 97124 to provide a Fixed Priced Base Plus Three Options Periods ThermoFisher Scientific Preferred Service Contract/Agreement for the following: FEI / Tecnai 20 D2067 / F1040257 Electron microscope � Qty (1) EA Period of Performance: Base Year/Year 1: March 6, 2024 - March 5, 2025 Option Period/Year 2: March 6, 2025 - March 5, 2026 Option Period/Year 3: March 6, 2026 - March 5, 2027 Option Period/Year 4: March 6, 2027 - March 5, 2028 Preferred Service includes (not limited to) Priority response Preferred status and priority scheduling mean faster response, quicker resolution and committed escalation. On-site service Unlimited service visits restore your instrument to operating condition and minimize downtime. Coverage includes all labor, travel and travel expenses, with a 48-hour-or-better, on-site response time. Preventive maintenance : Proactive preventive maintenance visits keep your instrument operating at peak productivity while extending the life of the instrument. ThermoFisher Scientific quality parts: All ThermoFisher Scientific parts (i.e. replacement FEG tip) necessary for repairs are covered under the Preferred contract. ThermoFisher has inventories positioned strategically throughout the world to speed maintenance or consumable parts to NIH site. Software updates: All software updates, including license and installation, keep your instrument current. Telephone support: Unlimited technical phone support, with a targeted, 4-hour or better response time for both hardware and software, contributes to a faster resolution. The laboratory�s primary line of research is cytoplasmic transport in normal and modified cells and tissues. Study of structural changes is a critical part of this research. Electron microscopy provides this information at very high resolution. In our lab, the Tecnai transmission electron microscope is used to image biological structures at the resolution not available from light microscopes. The objects imaged include proteins, viruses, cultured cells and animal tissues. The information acquired is critical for identifying biological structural changes at molecular and/or cellular level. The electron microscope is a highly specialized and complex instrument. Due to the high level of automation and computerization, it can only be maintained and serviced by specially factory-trained personnel with FEI./ThermoFisher. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. Note: The contractor/offeror must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. The offeror must include their Unique Entity Identifier number (UEI) the Taxpayer Identification Number (TIN), and the certification of business size. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling all the requirements. Offers from other than the original equipment manufacturer (OEM) must include a signed agreement with FEI/ThermoFisher Scientific authorizing that you (vendor/offeror) can provide all the needed services, consumables/parts for the Tecnai20, use OEM approved parts, service to be provided by specially factory-trained personnel on the Tecnai 20 and maintain existing warranties, etc. Responses to this notice without this confirmation from the OEM manufacturer will be considered as invalid. Interested vendors capable of furnishing the government with the services and products specified in this synopsis (for Base and all Option Periods) should submit a copy of their quotation via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, warranties and other information that demonstrates that the offer meets all the foregoing requirements and inclusions stated above.
