- This is a ""REQUEST FOR INFORMATION"" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. This Sources Sought is for the Syracuse VA Medical Center located at 800 Irving Avenue, Syracuse, NY 13210, and the Rome VA clinic located at 125 Brookley Road, Suite 510, Rome, NY 13441, who have a requirement for Energy Control Procedure (ECP)/Lockout Tagout (LOTO) Services from within 90 days of award date. A site visit may be included in the official solicitation. All parts, labor, fees, and materials shall be included in the purchase order to perform: Contractor shall provide program management, subject matter experts, and engineering support in the incorporation, installation, program integration, and testing of a new Brady Link360 application/software. Contractor shall give applicable VA hospital personnel access to the Link360 account to review and verify the accuracy of each procedure prior to printing. Contractor shall, over the course of approximately 45 days on-site, provide software/integration for an estimated 400 ECPs at Syracuse and 50 ECPs at Rome. Contractor shall provide training to a maximum of 15 VA personnel at the Syracuse VA Medical Center approximately 15 days prior to final acceptance. Contractor shall provide the VA all applicable manuals, instructions, drawings, and warranties upon final acceptance. Contractor shall be prepared to provide on-site employee information to use on a background check. The VA will use acceptance testing, including intrusion, tamper, correct annunciation, correct assessment, AC power loss, line supervision, and sensor system self tests, where applicable. Photos of the equipment and isolation LOTO points shall be added to the ECP for clear identification. A LOTO procedure book shall be printed, laminated, bound, and delivered to the COR. These procedures at a minimum shall include the following. Name of equipment Location of equipment Type of hazardous energy Type of LOTO device required Specific location of each disconnect/Method of LOTO Verification prompt to ensure the LOTO was performed correctly Description of steps to restore equipment to service Responses to this notice shall include the following: Company name, address, point of contact (phone and email), DUNS/SAM UEI number Type of business (e.g. SDVOSB, VOSB, HubZone, 8(a), WOSB, Small Disadvantaged Business, or other Small Business) Capability Statement addressing the Company s qualifications and ability to perform according to description above. Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76) Contractor shall be registered in SAM.gov. The NAICS Code is 541330 with a Small Business size standard of $25.5 million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database. Any offeror capable of providing this service shall notify the Contract Specialist no later than February 23rd, 2024, 4:00 pm EST.
