Description
Synopsis- Notice of Intent to Sole Source NASA/Goddard Space Flight Center (GSFC) has a requirement for the Measurement of Pollution in the Troposphere (MOPITT) Science Investigator-led Processing System (SIPS) in support of the Earth Science Data and Information System (ESDIS) Project.� The purpose of this contract is to ensure the continued generation of the standard data products from the MOPITT instrument, one of five instruments currently in operations on the Terra spacecraft. Terra, launched in December 1999 and is one of several spacecrafts that are part of NASA�s Earth Science Division�s Earth Observing System (EOS) Program.� The MOPITT SIPS must produce standard products in accordance with the EOS Project Science Office and the MOPITT Science Team�s approved algorithms.� These algorithms are currently generated under the Principal Investigator (PI) and Team Leader (TL) support for MOPITT.� The products generated offer valuable utility to other civilian agencies, the intelligence community, and the private/public sector.� The work includes the development and maintenance of algorithmic software, quality assessment and validation of data products, and the development and maintenance of respective documentation and preservation of product information. NASA/(GSFC) intends to issue a sole source contract to acquire these services from the National Center for Atmospheric Research/University Corporation for Atmosphere Research (NCAR/UCAR) in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.�� If not acquiring a commercial item include the following: The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Ravi Chandan Palaniandy at ravichandan.palaniandy@nasa.gov not later than 4:30pm EST on March 2, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
