- Special Notice: N0016424SNB26 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: R425 - SUPPORT- PROFESSIONAL: ENGINEERING/TECHNICAL NAICS Code: 541512 Computer Systems design Services Response Due Date: 18 March 2024 Request for Solutions: Rad-Hard ASIC Platform Enablement and Processor Storefront Model (S2MARTS) PURPOSE This Request for Solutions (RFS) is issued to seek innovative solutions develop and implement a model for the productization and Qualified Manufacturer List (QML) qualification of an RHBD ASIC platform and a rad-hard processor, in accordance with MIL-PRF-38535. In addition, an exemplary storefront capability will be established, with the objective of ensuring long-term availability and support of this technology for DoD space and missile system applications. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code 4022. BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW The need for a high performance, strategic rad-hard, QML-qualified and trusted processor technology and SOTA RHBD ASIC platform has been identified by the DoDs Strategic Radiation Hardened Electronics Council (SRHEC) as a critical requirement to support future DoD space and missile systems. These systems will require Strategic Rad-Hard (SRH) processing capability far in excess of currently available technology. It is estimated that a minimum of a 10-x improvement in throughput will be needed to support future strategic systems. Presently, no availability of SRH processor or RHBD ASIC technology that meets this need. Please visit the S2MARTS website at https://s2marts.org/ to review the full RFS.
