Special Notice N0016424SNB40 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code:� 5962, Microcircuits, Electronic NAICS Code:� 33441 Semiconductor and Other Electronic Component Manufacturing Response Due Date:� 10 April 2024 Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Request for Solutions (RFS) in support of Strategic Transition of Microelectronics to Accelerate Modernization by Prototyping and Innovating in the Packaging Ecosystem (STEAM-PIPE) Fiscal Year 2024 Project �PURPOSE This Request for Solutions (RFS) is issued to locate vendors with the ability to yield new heterogeneously integrated packaged prototypes that achieve less power consumption and latency, reduced physical size, and improved system performance and reliability than current packaging methods. The STEAM PIPE project will result in new chiplets and devices using advanced packaging designed, developed, prototyped, productized, and transitioned to military systems.� Technical Objectives include: � Prototypes must reduce SWAP-C (size, weight, power, and cost) for current methods and devices in DoD systems. � Prototypes must clearly demonstrate increased performance and capability for current methods and devices. � Reuse IP to the maximum extent. � Prototypes must close technical and performance gaps at the military system level. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 4022.� In accordance with 10 U.S.C. 4022(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. � PROJECT OVERVIEW The Navy�s goal for the STEAM-PIPE Project is to support the SHIP program goals to develop a US?based economically viable SOTA heterogeneous integration and packaging capability for DoD system performance enhancement through the development of advanced prototypes and transition to military systems.
