Title of Procurement Integrated Logistic Support (ILS) package & Warranty Extension for the Controp Speed-LR System Program Office and Point of Contact Requiring Organization:������������ NAS Defense Programs, Resources Services, MAST Program (AJW-B710) Nature of Procurement Action Nature of Procurement Action: New Contract Award Proposed Type of Contract:������ Firm Fixed Price Description of Supplies/Services Description of requirement� ������� Procurement �of Integrated Logistics Support (ILS) package & Warranty Extension for the four existing Controp Speed-LR Systems procured for the Maritime Approaches Surveillance Towers (MAST) Program as part of Contract Award 6973GH-22-C00037. ILS Package consists of: O-Level Spare Parts D-Level Repair Service O Level Tester Maintenance Support Equipment One Year Warranty Extension. Deliverables: O-Level Spare Parts: O-Level Tester: The Tester is used for stand-alone system operation. The tester is based on a computerized test equipment and includes dedicated operation and maintenance software. The tester is used for performing the following tasks at field level: Full system operation and troubleshooting Dedicated cable set Firmware burning and parameters updating Maintenance Support Equipment (MSE) The Nitrogen Purging Kit is used for nitrogen purging of the system as part of the scheduled/unscheduled maintenance. Technical Documentation Operator & O-Level Maintenance Manual Hardcopies: 3 Softcopies: 5 Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. Rationale Supporting Use of a Single Source In accordance with Customs & Border Protection (CBP) Domain Awareness Standards & Analysis (DASA) and FAA NAS Defense Programs (NDP) Federal Reimbursable Agreement, the NDP is responsible for the installation, integration to MAST System, and sustainment of the four Controp Speed-LR Camera System as part of the MAST Program. These camera systems were procured to Controp-USA by NDP under contract no. 6973GH-22-C-00037. This technology currently supplements MAST in providing primary and supplemental video imagery to enable the detection, identification and classification of items of interest for Customs and Border Protection within the United States and its territories. Controp-USA is the only contractor that provides logistics support, parts, equipment, and warranties for the procured Speed-LR systems. Controp-USA currently supports DHS CBP with similar contracts for other Controp USA brand assets. Impact. Since the implementation of the Controp Speed-LR System on March 2023, CBP Air Marine Operations and DASA in the Caribbean has significantly improved their situational awareness and traffic visibility in the marine domain. The Speed-LR Camera system in combination and adapted to the MAST system has provided the necessary maritime surveillance capability, detection, visibility and tracking of identified and dark vessels and other targets of interest safeguarding US Borders including drug interdiction & illegal immigration prevention operations.� Maintaining the operation of the Speed-LR system has become critical to CBP Air Marine Operations & DASA. The loss of this highly effective video surveillance system would significantly impact CBP and DASA mission and its results. Therefore, the ILS package and warranty extension to be procured will insure the proper operation of these systems in the future. Specialized Expertise. In order to extend the serviceability and reliability of the Speed-LR camera systems, NDP is requiring to contract with the manufacturer, Controp USA, to provide ILS Package & Warranty extension to support proper maintenance and operation of the procured assets. Controp USA is the only known source that can satisfy this requirement. Proper operation and maintenance as specified by the manufacturer will extend the service life and operational life of these critical camera systems. It will also extend the warranty that is about to expire on June 2024. Therefore, saving the FAA the cost of procuring a new system due to failure and lack of warranty coverage.� Patents, Proprietary Data, and Unique Items. �Controp USA owns the patents and proprietary data for Controp Speed_LR System.� There are no authorized distributors for the Controp Speed LR System.� The individual components of the Controp Speed LR System cannot be competitively acquired from other vendors as Controp USA are the patent and proprietary data owners nor can the Controp Speed LR System can be reverse engineered.� Controp USA is unwilling to sell rights to data so the FAA can separately develop the proprietary Controp USA LR System.� Market Analysis: Market Analysis was not conducted. Due to uniqueness of contract, there are no other qualified sources that meet the requirements to perform the project. Other Facts Supporting Use of Single Source No other contractor has been Identified that can fulfill the requirements. It is expected that similar requirements are needed in the future. Speed-LR Warranty extension is to be renewed annually throughout the operation of the system until decommissioned. Spare parts will be utilized on a need basis and will last until they are spent.
