Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below. The priority is to find two or more Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB). Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number and (h) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. CONTRACT REQUIREMENTS VA Long Beach Health Care System (VALBHS), Spinal Cord Injury and Disorder (SCI/D) has a requirement to provide aquatic therapy services for Veteran patients of the SCI/D. The VHA Handbook 1176.01. SCI/D System of Care designates that each SCI/D center have a heated pool to provide access to aquatic therapy and other activities. Currently, the VALBHS SCI/D does not have a heated pool on station. Accordingly, to provide access to skill aquatic physical therapy services VALBHS has a requirement for an ADA heated pool located offsite. The current requirement if for the use of the heated pool only. No patient care services are required to be provided by the contractor. Only VA personnel will provide aquatic therapy and other patient care services. 1. Scope. Based on the number of Veteran patients receiving treatment from VA Long Beach, SCI/D center, the estimated use of a pool is 1-2 x/week for approximately 1-2 hours of the heated pool use per session. Because of the complexity of the Spinal Cord Injury patients, a four-hour window for the heated pool use is required between the hours of 10am and 3pm for each session. This flexibility provides the necessary time for Spinal Cord Injury patients to coordinate transportation, allow an adequate window of time for patients to get dressed and undressed before and after the therapy session. 2. Specific Tasks. Maintain all industry standards regarding legal lability. Implement and follow policies regarding basic assists, rescue, and emergency extraction from the heated pool. Always provide proof of California licensed lifeguard on duty while the VA patient is using the heated pool. Facility access and security meets ADA guidelines and state/local codes for safety. Equipment used to enter and exit the heated pool shall have a nonslip surface and maintained in good, safe working condition. Tactile markings should be used to show water depth and heated pool deviations. Demonstrates awareness of Occupational Safety and Health Administration (OSHA). Provide and Emergency Action Plan (EAP) written in compliance with industry standards. EAP shall be posed a conspicuous location. EAP shall be updated as necessary. Provide a written Blood Born Pathogen and Exposure Control Plans, compliant with OSHA standards. Said plan shall be updated annually. Daily inspection of facility to maintain sage usage of the heated pool. Inspection of facility shall be completed with the use of a prepared checklist. All issues discovered during the inspection shall be documented and forward to the appropriate staff member to take corrective action. Rescue equipment and first aid supplies shall be inspected periodically to ensure they are complete and serviceable. This equipment shall be in conspicuous places and the locations provided to the VA staff on hand. Signs with pool rules and other cautions shall be clearly posted. All hazards shall be clearly marked. Water chemistry, including water-testing procedures, chemical accident procedures, and general sanitizers is the responsibility of the heated pool operator.
