This is a sources sought synopsis only and does not constitute a solicitation announcement. This is not a request for proposals or a quote and in no way obligates the Government to award any contract. �This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government.� This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement.� This sources sought notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration.� All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG is conducting market research to seek sources that have the capability to supply Ship Helo Mover. The purpose is to traverse the MH-60 aircraft series aboard USCG Cutters. �The Ship Helo Mover must be capable of interfacing with the tail landing gear of the MH-60T aircraft.� Additionally, it must be capable of maneuvering the aircraft within a zero-turn radius and not exceed a 13.3 inch maximum height to ensure adequate clearance with aircraft antennas.� The unit must be capable of moving an MH-60 aircraft weighing 22,000lbs and lifting the tail landing gear weighing 11,000lbs. The unit must have demonstrated performance of helicopter traversing of aircraft similar in size and weight to MH-60T in a shipboard environment on similar sized ships to the US Coast Guard National Security and Offshore Patrol Cutters. The offeror must be able to provide a Certificate of Conformance in accordance with (IAW) Federal Acquisition Regulation (FAR) 52.246-15.� Offeror�s must be able to provide necessary certification including traceability to the manufacturer, manufacturer�s COC and its own certificate of conformance. Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC).� Please respond to the following questions: Please indicate if there are any quantity discounts. What is the estimated total lead time? Maintenance and Certification Training is requested for authorized personnel.� Will you certify/qualify authorized personnel to perform routine maintenance and troubleshooting procedures?� If so, please provide details of how this will be accomplished without voiding warranty consideration? Will Original Equipment Manufacturer (OEM) instructors certify authorized personnel to perform routine maintenance and troubleshooting procedures? How long will the certification last, and will authorized personnel have the capability to certify additional personnel as required? Please provide details that will be included in onsite training/maintenance and how it will be performed. Provide a timeline for scheduled maintenance and how it will be performed. What is the estimated lead time for spare parts for unscheduled maintenance? Please provide photos/documentation of the Ship Helo Mover traversing a MH-60T or a similar aircraft in a shipboard environment. Is your business a large or small business and how many employees? What North American Industry Classification System (NAICS) code does your company use for this type of service? If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? Is your firm a certified Hub Zone firm? Is your firm a Woman-Owned or operated business? Is your firm a certified Service-Disabled Veteran-Owned? Is your product listed on a General Services Administration (GSA) schedule? Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? If possible, provide POCs for civilian users for general usage of product questions. �After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website. �Responses to this sources sought synopsis are not adequate responses to any future solicitation announcement. �All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. �Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Closing date and time for receipt of response is 11 March 2024 @ 2:00pm Eastern Time.
