- �ATTENTION: NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE. This procurement is a set-aside for small businesses as indicated in AMS 3.6.1-1 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (OCT 2019) The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) is seeking proposals from sources capable of fulfilling the CONSOLIDATED SUBJECT RECRUITMENT AND PAYMENT CONTRACT (Air Traffic Controllers, Pilot & Non-Pilot Participants/Subjects) (Consolidated Participant Support Contract) at the Mike Monroney Aeronautical Center in accordance with the attached statement of work. Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) for instruction for preparation and submission of proposals. Please read the attached Solicitation in its entirety and all other Attachments. Follow the instructions outlined in Sections L & M for submitting a responsive proposal. Please include the solicitation number 6973GH-24-R-00058 in the subject line of all email correspondence as indicated in Section L of the SIR. In accordance with SIR Section L provision 3.2.2.3-14 entitled, ""Late Submissions, Modifications, and Withdrawals of Submittals,"" any proposals received after the due time and date of 3:00 p.m. CT, November 10, 2022, will not be considered.� In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind.� The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Any questions or concerns pertaining to this SIR/RFO or the requirement within should be sent in writing to the contracting officer kimberly.sites@faa.gov.� All questions must be received by 3:00 p.m. CT on Monday, March 11, 2024, to ensure adequate response time as indicated in Section.�L.1 Submission of Questions Prior to Proposal. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers, 3:00 p.m. CT on Monday, March 25, 2024. �Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� Proposals must be received electronically by the FAA Contracting Officer, kimberly.sites@faa.gov, no later than 3:00 p.m. CT on Monday, March 25, 2024.
