Description
This is a combined synopsis/solicitation for commercial items (supply) prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are requested, and a written solicitation will not be issued. The solicitation document, incorporated provisions, and clauses in effect are IAW FAR, DFAR, AFFARS and all other related guidance.� The solicitation number is FA481924QA025 This acquisition is a 100 percent Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 324191, Petroleum Lubricating Oil and Grease Manufacturing and a Product Service Code (PSC) 9140, Fuel Oils. The 2023 Small Business Size Standard is 900 Employees. Offers (Quotes) received in response to this solicitation will be evaluated IAW FAR 52.212-2(a) using the following factor(s) to determine best value: a. Technical capability of the item/service offered to meet the Government requirement; and b. Price (evaluation of price shall be the sum of all line items, including options if applicable). Please note the following: 1) Pricing submitted in response to this RFQ shall remain in effect until May 15, 2024; 2) Contractors interested in submitting an offer (Quote) must acknowledge the requirement that prospective awardees shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of a contract agreement, IAW FAR 52.204-7, System for Award Management. Also, IAW FAR 52.204-13, System for Award Management Maintenance; a contractor is responsible for the accuracy and completeness of the data within the SAM database and is required to review and update their SAM registration on an annual basis. Questions and Government Response: All questions concerning this solicitation must be submitted no later than 2:00 P.M. CST, March 4, 2024. Any questions that are received in conjunction with this solicitation and the corresponding responses by the Government will be posted as an Amendment to System for Award Management (SAM), website: www.sam.gov. Contractors shall submit all quotes by 8 March @ 02:00 PM CST electronically by emailing the Contract Specialist, Amn Fidencio Posadas at fidencio.posadas@us.af.mil and the Contracting Officer, TSgt Sarah Peeters at sarah.peeters.1@us.af.mil, and with the subject line ""FA481924QA025 - Quote"". The 325th Contracting Squadron (325 CONS) at Tyndall Air Force Base in Florida is currently processing a procurement action to support the 2024 Gulf Coast Salute (GCS). This event will feature the renowned Thunderbirds aerial demonstration team, requiring essential supplies for their performances. The procurement action involves acquiring 55-gallon drums of smoke oil, which the Thunderbirds utilize during their F-16 C/D model demonstrations. Smoke oil creates identifiable trails essential for mid-air de-confliction, reducing the risk of collision during close encounters.� The performance requirements for smoke oil procurement by the 325th Contracting Squadron (325 CONS) at Tyndall Air Force Base are dictated by stringent technical standards outlined in the USAF Technical Orders (TO 1F-16CJ-2-94JG-50-1) and the 2020 Supply Manual of the USAF Demonstration Squadron Thunderbirds. These regulations dictate the specific brands of smoke oil approved for use, ensuring compatibility with aircraft systems and preventing contamination risks. According to these technical guidelines, only smoke oils from a pre-approved list of brands are permitted for use by the Thunderbirds during their aerial demonstrations. These brands include: a. Chevron U.S.A, Inc Canopus 13 04BH0 b. Shell Oil Company Aeroshell Smoke Oil 5W416 c. Copper State Petrol. CSP Aviation Smoke Oil 6TAZ7 d. W.S. Dodge Oil Company Smoke Oil C13 0XAK2 e. PetroBlend Corporation Pure White Smoke Oil 7G4W2 f. Petro-Canada Paraflex HT10 Fluids 0NVS1 g. Phillips 66 Company Los Angeles, CA, Aviation Smoke Oil, 883E7 Each of these brands has undergone rigorous testing and approval processes to ensure their efficacy in preventing aircraft contamination and meeting performance standards. As such, they are the sole brands authorized for use in supporting the Thunderbirds' aerial demonstrations. Brand Requirement: All barrels must be sourced from a single brand listed in the approved list.
