Description
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) has a requirement to supply granite markers with inscriptions in types G1, J1 and L1 and V1 and V5 to national, state veteran, and private cemeteries nationwide. The National Cemetery Administration is soliciting offers under Solicitation No. 36C78624R0020 for the requirement. 1.0 Background The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions (monuments) for deceased veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. 2.0 Purpose The purpose of this contract is to manufacture, inscribe and distribute granite monuments cemeteries to include labor, materials, packaging, and transportation. 2.1 General The proposal shall include all labor, materials, packaging, and transportation necessary to finish inscribed granite monuments. The contractor shall be responsible for providing all labor and materials needed to produce the blank monuments, inscribe the blank per orders received, package/label/palletize the inscribed monuments and deliver the finished product to the consignee noted on an order. 2.3 Deadlines The contractor shall have twenty-six (26) calendar days excluding federal holidays, following the day an order is sent to the contractor until the monuments are manufactured, inscribed, packaged, and delivered to the order consignee as ordered by the Memorial Product Service (MPS) of the National Cemetery Administration. For every 2,500 orders over and above the estimated order quantity noted on the IGCE, the performance period will increase by one (1) calendar day up to a maximum of thirty (30) calendar days for the remaining period in the fiscal year/obligation period. If the 2,500-order increase noted above falls below the 2,500, the performance period decreases by one (1) calendar day down to a minimum of twenty-six (26) calendar days for the remainder of the contract year/obligation period. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror(s) conforming to the solicitation, who is/are determined to be in the best interest of the Government, price and other factors considered. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Technical has sub-factors of equipment, methodology and personnel. Samples failing to meet the submission requirements and their accompanying proposal will be removed from further consideration as technically nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This is a solicitation a tiered solicitation for Service Disabled Veteran Owned Small Business then Veteran Owned Small Business and last Small Businesses. The NAICS Code is 327991.  Size standard is 500 employees. Responses to the solicitation are due by noon Eastern time on April 4, 2024. Any amendments to the solicitation will also be available at https://sam.gov. Offerors are advised they are responsible for obtaining any amendments.  Information shall be submitted in the manner requested in Section E.
