Description
The Defense Health Agency Contracting Activity (DHACA), Professional Services Contracting Division (PS-CD) is conducting Market Research to identify qualified sources for the work description below: Requirement Title:� Information Delivery The Defense Health Agency (DHA) has a requirement for information delivery support services.� The Information Delivery Branch operationalizes fragmented data sources into customized, centralized data marts that enhance AED�s ability to respond to the full spectrum of Military Health System (MHS) stakeholder analytic and evaluation needs. It provides a sole source for information through the collection, maintenance, and storage of current and historical data to draw insights and support customer decision-making. Data from different sources is combined into unified views through an Extract, Transform, and Load (ETL) pipeline, enabling analytics that yield effective and actionable decisions for the enterprise. Data workspaces are generated and delivered in a clean, accurate, functional manner to support larger scale reporting and analysis.� The Objective of the requirement is to provide to DHA a complete range of information delivery support to include the following key functions: Maintain centralized Measures Repository, which houses output data from all published enterprise measures and external data models supporting MHS dashboards, reporting, and analysis. Maintain the External Currency Data Mart, a centralized repository containing captured clinical care delivered by MHS providers outside of an MHS setting. Manage the Manpower Common Operating Platform, an enterprise workforce solution that centralizes disparate manpower data sources into a single unified view that displays key information on provider workload, authorizations, and other variables scalable to the facility or enterprise level. Support strategically aligned Senior Leader Dashboards to enhance reporting and optimize resources. Develop and maintain reporting output data objects with an emphasis on Near Real Time reporting to support expedited decision making and reporting. The Tasks are anticipated to include the following: Specific Task: Support the enterprise in operationalizing fragmented data sources into customized, centralized data marts that enhance AED�s ability to respond to the full spectrum of MHS stakeholder analytic and evaluation needs. The Contractor shall be able to work independently and as a team member with limited supervision.� The Contractor shall: Identify and troubleshoot data import, analysis, and display errors from multiple data sources.� Identify and apply, when available, national/standardized benchmarks and thresholds to DHA/MHS metrics as appropriate or the Contractor shall identify reasons why the established benchmarks/thresholds/methods are not appropriate/relevant.� Develop and maintain authoritative source of clinical and business measure data for use in disparate reports and dashboards. Provide technical knowledge to customers, internal and external to DHA, regarding data design, best practices, and methodologies.� Provide programming and coding subject matter support for refining the development of new systems and for optimal implementation by the DHA, DoD and other agencies as needed.� Coordinate and arrange for program data transfer from DHA, Managed Care Support Contracts/Contractors (MCSCs), Military Treatment Facilities (MTFs), and other users of various programs.� Provide/contribute technical expertise to other DOD services in analyzing program data.� Collaborate with DHA and other applicable agencies to link program data with other health and personnel data to support a longitudinal database.� Support the Government as the lead clinical and business information resource in the documentation, plan, design, build, implementation, and maintenance of clinical and business information systems for the DHA and its internal/external customers.� Provide coordination with Subject Matter Experts (SMEs) (e.g., to attend/announce meetings, to deliver products by established deadlines, to provide status update of ongoing tasks/projects etc.).� Update contact lists, prepare meeting agendas and capture meeting minutes for contain action items, issues, and risks for review.� Regularly monitor and coordinate Analytics and Evaluation South (AES) Information Delivery organization mailbox. Review and maintain required system access and training is up to date.� Ensure proper Program Manager Review (PMR) of all Analytics and Evaluation Request Portal (AERP) products before submission to the Medical Director or Deputy Director.� Gather and process data in support of DHA/MHS websites including, but not limited to, DHA/MHS Dashboards Develop scope and understand technical requirements with input from client and/or third-party vendors/partners.� Design and implement Application Programming Interface (API) data pipeline integration with the R or Python languages. Clearance:� All work under this contract is unclassified; however, access to certain Government Databases requires the contractor to have staffing with clearances at the SECRET level.� Additional Information and Instructions: The Government is contemplating issuing a solicitation for a single Contract Award. The Acquisition Strategy for this effort has NOT been finalized and this is NOT a request for proposal. �In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Contractors responding to this request are advised that participation does NOT ensure opportunities for future solicitations or contract awards. �The Government will NOT reimburse any Contractor or individual for any expenses associated with preparation or participation in this request for information.
