Description
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to produce and delivera total of twenty-six (26) paratroop bubble door kits for the HC-130J fleet and a total of thirty (30) paratroop bubble door kits for each of the AC-130J fleet for the replacement of current HC-130J and AC-130J paratroop bubble doors with Airdyne Special Airborne Mission Installation & Response (SABIR) AS-6BKS Door Assemblies (bubble doors). The delivered AS-6BKS doors shall have National Institute of Justice (NIJ) Level III protective armor, and a spring-loaded counterbalance negator retraction system. The Contractor shall also provide a total of twenty-six (26 for HC-130J) and thirty (30 for AC-130J) respective AS-6R door retract systems making it possible to open the AS-6BKS door without removing the armor. The acquisition strategy is for the contractor to provide kit production with a period of performance of 60 months (1-year plus 4 ordering periods). The modification kit will include the following: bubble door, 737 beam modification kit, large spring-loaded counterbalance negator, and National Institute of Justice (NIJ) Level III protective armor. The new Paratroop Door modification will allow load masters more than 180 degrees of full visibility including below the aircraft. This will provide the HC-130J and AC-130J mission with enhanced abilities for search and rescue in increased threat environments. Potential Sources must be able to provide the Government engineering-level assistance with troubleshooting paratroop bubble door discrepancies (e.g., responding to deficiency reports, investigating field-identified issues, engineering investigations, etc.) and maintenance analyses. Potential Sources must be capable of developing prototype hardware, software, and all associated technical data necessary to be able to produce and deliver the paratroop bubble doors. The Potential Source must be able to fully test and evaluate the function and performance of the paratroop bubble doors. The Potential Source must be capable of developing and providing the source data necessary to update AFTOs and TDPs. All modification installations will be accomplished by Depot Field Team (DFT) at each HC-130J and AC-130J home location.
