Description
Notice of Intent to Sole Source for Environmental Consulting Services from Monmouth University in support of the Preconstruction Engineering and Design Phase of the Hudson Raritan Estuary (HRE) � Oyster Restoration at Naval Weapons Station Earle Restoration Project. This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring dissemination of information on proposed contract actions. The statutory authority for this sole-source procurement is FAR 6.301-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" The HRE-Oyster Restoration Project will restore 10 acres of oyster reefs using oyster pyramids and gabions filled with shell.� The 10-acre reef will expand an existing � acre reef which was constructed by the NY/NJ Baykeeper in 2012.� The NY/NJ Baykeeper was identified as a project partner for this project that was recommended in the HRE Chief�s Report signed in May 2020 and authorized for construction in the Water Resources Development Act of 2020. On 24 July 2023, NY/NJ Baykeeper transferred their oyster and coastal restoration program and key staff to Monmouth University. �Monmouth University currently has the responsibility to manage, maintain and implement the ongoing oyster restoration activities at Naval Weapons Station Earle. �Therefore, Monmouth University is needed as an integral part of this HRE Oyster Restoration Project. The following services are required: Provide technical support activities during the design phase, including informal and formal consultation by phone, teleconference or video conferencing during Project Delivery Team (PDT) meetings, technical design meetings and discussions with the government team. Provide site specific information of the coastal hydrodynamics, sediment transport, and habitat based on past and ongoing work at the site. Historical water level data were collected as part of the oyster restoration pilot for two seasons.� Participate as a PDT member and provide technical input and review work products prepared for the project including: Field work that will be coordinated with Monmouth University�s existing and adjacent restoration efforts; Refinement of a hydrodynamic model that was previously developed for the ongoing National Fish and Wildlife Foundation (NFWF) National Coastal Resilience Fund (NCRF) Nature-based Coastal Community Protection project which is now managed by Monmouth University; and Engineering designs based on prior and current restoration efforts implemented at the site by Monmouth University.� Assist the team with Navy coordination regarding access, entry to site, site logistics, etc. based on the previous Memorandum of Understanding with the Navy. Coordinate with Monmouth University�s existing aquaculture facility on-site. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. It is anticipated the award will be made, within approximately Thirty (30) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval (J&A), for this award will be posted following the closure of this notice. Response Date: 2:00pm EST 13 March 2024.
