Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 141017-24-0040 Project Title: NOAA Federal Membership The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM), Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with National States Geographic Information Council, for NOAA federal membership and conference support. The required work scope and deliverables will permit OCM a unique opportunity to communicate with and learn from State organizations responsible for working with geospatial information technology. NOAA's membership and OCM's participation in this organization and their annual national conference links geospatial experts from a variety of agencies, states and organizations and is therefore highly beneficial to OCM in achieving its' organizational mission. The North American Industry Classification Code (NAICS) for this acquisition is 813920, Professional Organizations, with a business size standard of $23.5 million. Sole Source Justification The purpose of this task is to acquire NOAA partnership membership with the National States Geographic Information Council (NSGIC). This membership offers NOAA a unique opportunity to communicate with and learn from State organizations responsible for working with geospatial information and technology. NOAA's membership and participation in this organization links geospatial experts from a variety of agencies and organization and is therefore highly beneficial to OCM in achieving its organizational mission. Through this membership, any NOAA staff interested in participating in NSGIC events are eligible. Additionally, the NSGIC annual conference support offers OCM and NOAA an opportunity to communicate with and learn from State organizations and other NSGIC members, that include both other Federal agencies and the private sector, responsible for working with geospatial information and technology. NOAA's participation in this annual national conference links geospatial experts from a variety of agencies and organizations and is therefore highly beneficial to OCM achieving its mission. NSGIC is an organization of states committed to efficient and effective government through the prudent adoption of information technology. NSGIC representatives are in most cases designated by their Governor and provide a unified voice on geospatial information and technology and policy issues within their states. NSGIC encompasses geospatial information and technology experts from state, federal, and local governments in addition to the private sector and academia for sharing geospatial technologies, informational management, data standards, and geographic system frameworks. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 11:00 AM EDT on March 11, 2024.
