Description
The Office of the Comptroller of the Currency (OCC) hereby announces its intent to solicit and enter into a sole source contract with INROADS 260 Peachtree Street, NE Suite 400, Atlanta, GA 30303 in accordance with FAR Subpart 13.501(a) and under the authority of 41 U.S.C. 1901, simplified acquisition procedures. The OCC requires intern candidates for the National Diversity Internship Program (NDIP) that will perform assigned bank examination and business-related tasks for the OCC.� The National Diversity Internship Program (NDIP) was created in support of Section 342 of the Dodd-Frank Wall Street Reform and Consumer Protection Act. One of the requirements of the Act is OCC �shall take affirmative steps to seek diversity in the workforce of the agency at all levels of the agency in a manner consistent with applicable law. Such steps shall include partnering with organizations that are focused on developing opportunities for minorities and women to place talented young minorities and women in industry internships, summer employment, and full-time positions.� Section 342 also stipulates that OCC must take steps toward workforce diversity that specifically include �recruiting at historically black colleges and universities, Hispanic-serving institutions, women�s colleges, and colleges that typically serve majority minority populations�.� INROADS has provided the highest volume of candidates that met the required deliverable.� The delay in award of this contract would result in OCC not meeting the statutory responsibilities under Section 342 of the Act for the 2024 calendar year. The period of performance is anticipated to be March 11, 2024 - August 16, 2024. This is not a request for competitive quotes; however, the Government will consider responses from all responsible sources received within five days after date of publication of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC. Responses must be submitted in writing to Danielle Pena via email at Danielle.pena@occ.treas.gov, no later than the timeframe noted above.� Telephone responses and requests will not be received.
