- Please read the entire Request for Proposal (RFP) and all attachments prior to submitting a proposal. Solicitation number 140FC124R0036 is being issued as an RFP. Magnitude of this project is between $200,000 and $250,000. Hagerman Headquarter/Visitor Center National Wildlife Refuge Variable Refrigerant Flow (VFR) heat recovery system project. The U.S. Fish and Wildlife Service, Hagerman National Wildlife Refuge (HNWR), 6465 Refuge Road, Sherman, Texas 75092, Grayson County, has a requirement to obtain and install an operational Variable Refrigerant Flow (VFR) heat recovery system to serve the Headquarters and Visitor Center at HNWR. The project will require the removal and replacement of the existing Daikin VRF system in accordance with Statement of Work, drawings, and specifications. The small business size standard is 19.0 million. This solicitation is for a Firm Fixed Price Contract. This award will be made based on Lowest-Price Technically Acceptable (LPTA) as detailed in Federal Acquisition Regulation (FAR) 15.101-2. The LPTA process is simplified best value source selection strategy that permits the best value to the Government resulting from the selection of a technically acceptable proposal with the lowest price. While evaluating quotes utilizing LPTA, price and technically acceptability are the two evaluation factors. System for Award Management (SAM) Registration: A prospective awardee shall be registered in the SAM database prior to award. Information on registration may be obtained via the Internet at https://sam.gov/content/entity-registration. Proposal Submission: Proposals (including all required documents) must be submitted via email to tom_ketcham@fws.gov, no later than March 22, 2022, 1700 MDT. Proposal acceptance period as defaulted sixty (60) days. Please indicate the following in the subject line: Proposal Submission - 140FC124R0036.
