- STATEMENT OF WORK / OBJECTIVES 1. SCOPE: Contractor shall provide enough pilots and aircraft to accomplish multiple Double Bag Static line (DBSL) RA-1, MFF RA-1, Static Line Round (MC-6), Non-Standard Parachute System (NSP), tandem MFF, Container Delivery System, Rescue Jump Master upgrade training, and camera jump operations for day and night iterations. Jumps will be conducted at Perkins DZ and Overton circular DZ. Contractor will also provide a storage facility for our parachutes and gear for up to 60 people at a time. TAC hours can only be charged by use. Contractor cannot impose a minimum TAC hour use per day. TAC hours will be separate from refuel/ferry time requirements. 2. LOCATION: Training location will be Overton, NV a 55 min drive from Nellis AFB. 3. TRAINING STANDARDS: The training provided shall comply with the requirements stated in the following documents: Army RA-1 NET program, AFTTP 3.3-Guardian Angel, AFMAN 10-3511, AFI 10-3503, Army TC 3-21.220, Guardian Angel Briefing Guide, and TC 18-11, Rescue Jumpmaster Qualification Training Plan. Any conflicts between standards must be brought to the Contracting Officer�s attention and will be resolved through the appropriate 99 CS Plans and Programs office. 4. PERSONNEL SAFETY AND ENVIRONMENTAL PROTECTION: All training shall comply with the requirements imposed by all applicable Federal, State, Local and NAFB laws, regulations, codes and permits (including NAFB Management Plan 12) concerning personnel and environmental protection. 5. WORKING HOURS: 0000-2359L 6. DESCRIPTION OF OBJECTIVES (a few sentences to explain the general requirement, followed by specific training objectives): 6.1. Combat Equipment/Slick Military Free Fall operations (day and night) 6.2. Combat Equipment/Slick Static Line Round operations (day and night) 6.3. Combat Equipment/Slick Double Backed Static Line Operations (day and night) 6.4. Combat Equipment/Slick Military Tandem Operations (day and night) 6.5. Container Delivery Systems (CDS) operations (day and night) 6.6. Rescue Jump Master procedures (day and night) 7. DESCRIPTION OF REQUIREMENTS/FACILITIES/RESOURCES: The contractor must provide the following facilities/resources for the course: 7.1. Aircraft equipped to handle static line jump operations 7.2. Aircraft equipped to handle 8-12 jumpers at a time with Combat equipment 7.3. Pilot for aircraft also fuel for aircraft 7.4. Multiple hangers (at least one with A/C) to include an area to repack parachutes� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � 7.5. Real time weather read out device 7.6. Projector and screen for academics 7.7. Communication system with ground and airborne personnel 7.8. Commercial WiFi 7.9. Rigger support (as required) qualified for RA-1 MFF/DBSL 8. GOVERNMENT PROVIDED MATERIALS: 8.1. Vehicles to transport people and equipment to DZ 8.2. Parachute systems to be jumped 8.3. Safety/Medical equipment for jump operations 8.4.
