THIS IS NOT A REQUEST FOR PROPOSAL - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO QTC MEDICAL SERVICES TO ASSIST THE U.S. DEPARTMENT OF LABOR'S (DOL) OFFICE OF WORKERS� COMPENSATION PROGRAMS (OWCP).� The Government�s objective is to procure Medical Second Opinion (SECOP) and Examination services for covered claimants who reside within all OWCP Locations Nationwide. The important elements of these services shall be the delivery of a quality, viable medical report(s), the verification and replication of impairment ratings by a reliable, certifiable and standardized process and the timeliness of scheduling medical reports. To be acceptable, the medical reports shall present comprehensive, unequivocal, unbiased and well-reasoned narrative opinions that are consistent with objective medical evidence or testing, physical or psychological findings that are consistent to the framework of the SOAF or provide a clear comprehensive, well-reasoned opinion disputing any of the medical conditions outlined in the SOAF that are unsubstantiated with any medical findings, and that address all questions posed by the claims examiner. The timely scheduling of appointments for examinations shall be maintained within the timeframes set forth in this solicitation and within the government�s acceptance of the number of physicians available by �required� specialty and within the designated Region to be Served to limit the inconvenience to OWCP claimants. The timely delivery of a quality, viable medical reports contributes to prompt and accurate adjudication of claims. The statutory authority permitting other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirments. The anticipated period of performance is one (1) 6-month base period and two (2) six-month option periods. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by 3:00 p.m. EDT, March 5, 2024, that provides sufficient details for consideration by the Government, via email to: Ward.Philip.J@dol.gov and Colbert.Elvis.R@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
