Description
REQUEST FOR INFORMATION (RFI) DoDEA STUDENT TRANSPORTATION SERVICES IN GUAM In accordance with Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting Market Research to identify companies capable of and qualified to provide Daily Commute (DC) and Special Education (SPED) transportation services in support of DoDEA-Pacific West District schools located on the island of Guam.� The requirement consists of servicing five (5) schools: in the south part of the island (McCool Schools Zone) there are two (2) schools (McCool Elementary and McCool Middle). In the north side of the island (Andersen Schools Zone) there are another two (2) schools (Andersen Elementary and Andersen Middle). The fifth school is Guam High School, which covers both the McCool Schools zone in the south and the Andersen Schools zone in the north (see attached map). As part of this RFI, please respond to the following questions: 1. Would you be more likely to make an offer if the requirement was split into three smaller geographical zones instead of just one large zone covering the entire island?� Each zone would be offered independently from one another, with prospective offerors submitting proposals for a single, a combination, or all of the zones. 2. For Guam High School which has students from both zones/entire island, would you be more likely to make an offer if that school�s requirement was split between the north and south zones (minimizing geographical distances)? 3. Would your company be capable of adapting you existing vehicles to meet the requirements listed below? (note: per Guam statute referenced below, school buses are not required to be painted yellow): Attached are excerpts from 16 GCA Vehicles, Ch. 3 General Provisions, Article 2- 4/6/2022: � 3201. Vehicle Lights. (e)� Every� school� bus� upon� the� public� highway� shall,� in addition to any other equipment and distinctive markings required by this Act, be equipped with signal lamps mounted as high and as widely spaced laterally as practicable, which shall be capable of displaying to the front two (2) alternately flashing red lights located� at� the� same� level,� and� to� the� rear,� two� (2)� alternately flashing red lights located at the same level, and which red signals shall emit a red light plainly visible under normal atmospheric conditions for a distance of five hundred (500) feet from the rear or the front of such vehicle. Passing Passenger Carriers (b) Every school bus, when operated for the transportation of school pupils, shall bear upon the front and rear thereof a plainly visible sign containing the words �School Bus � Stop� in letters not less than eight (8) inches in height and of proportionate width. No vehicle, other than a school bus, shall display such sign. SOURCE: GC � 23130, enacted by P.L. 1-088.� Subsection (d) added by P.L. 31-051:2 (May 23, 2011). The period of performance for these services has an anticipated start date of 1 August 2024. This Request for Information (RFI) is issued solely for conducting Market Research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), nor Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors� responses to this RFI. If your company can provide answers, comments, or insights for one or more of these questions, please submit your answers in writing.� Please include your company�s name, business mailing address, email address, point of contact, and telephone number and submit electronically to david.infante@dodea.edu and john.o.myers@dodea.edu, no later than 02 February 2024. For this acquisition, the North American Industrial Classification System (NAICS) code is 485410, School and Employee Bus Transportation; Size Standard, $30.0M; and Product Service Code, V222 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Passenger Motor Charter. Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of Defense Education Activity.
