- QUESTIONS AND ANSWERS (Q&A) SOLICITATION # 19SA7024Q0011 (Shanandoah CMR Swimming Pool Cover) Q1: General specification on page 10 states that all metal steel structure and trusses must be powder coated in black. But these elements will be located below the top checkered plate and will not be visible. Please confirm if this black powder coating is really required? A1: Yes, it is required. Q2: General specification on page 10 states to provide 10mm thick heavy duty rubber insulators to be attached to the steel plates for all the steel structures which are in contact with the pool. Such rubber insulators will increase the thickness below the top cover plate which will rest on the perimeter wall of the pool causing trip hazard. Kindly confirm if these rubber insulators are mandatory requirement? A2: �Yes. Q3: General specification on page 09 states that the top cover must be checkered plate aluminum with minimum thickness of 5mm powder coated with the same color of the floor surrounding the pool. But during site visit, we understood that the entire assembly of supporting structure and top cover must be stainless steel. Kindly confirm. A3: The top cover may be constructed from either aluminum or stainless steel with a minimum thickness of 5mm powder coated. Q4: Please confirm if we need to submit structural design calculation from a structural engineer for approval to show that our proposed structure can carry concentrated load of 100 kg / sqm? A4: Initial designs should be included in the submission documents as they are one of the criteria used in the technical evaluation process. Once the contract is awarded, the final designs and load calculations must be submitted for approval before commencing fabrication. Q5: Section 3 � Solicitation Provisions under point A.2 (2) states �Evidence that the offeror/quoter operates an established business with a permanent address and telephone listing in Saudi Arabia or plans to establish an office within 30 days of contract award�. Kindly note that our company is established in Bahrain, and we will use Bahraini or Saudi based subcontractor to accomplish this task order. Kindly confirm. A5: All offerors can use a subcontractor(s). Q6: Section 3- Solicitation Provisions under point A.2 (6) states �The offeror shall address its plan to obtain all licenses and permits required by local law (see DOSAR 652.242-73 in Section 2). If offeror already possesses the locally required licenses and permits, a copy shall be�provided�. Kindly let us know if there are any specific licenses and permits which will be required to perform the scope under this project? A6: �Please refer to Section 3, Solicitation Provisions, A.2(2).�
