Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government.� The Government will not pay for any information submitted in response to this request.� The information requested will be used solely within the Department of Agriculture (USDA) to facilitate market research and acquisition strategy and will not be disclosed outside of the Government.� The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 237990 Other Heavy and Civil Engineering Construction.� The small business size standard is $45 million. In accordance with FAR Part 36.204 the project magnitude is between $1,000,000 - $5,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award https://sam.gov/portal/SAM/#1. ��Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Not responding to this notice does not preclude participation in any future request for quotes/bids/proposals issued.� It is anticipated that, upon receipt and consideration of the information requested, an acquisition strategy will be developed.� If a solicitation is released, it will be synopsized on this government-wide point of entry (GPE) site.� It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.� Description of Services Conneautville Dam rehabilitation in the Borough of Conneautville, Crawford County, Pennsylvania.� Conneautville Dam is owned and operated by the Borough of Conneautville. The objectives of this project are to rehabilitate the dam to meet or exceed state and federal dam safety criteria, to maintain the current level of flood protection provided by Conneautville Dam by implementing the established design for rehabilitation. The rehabilitation design requires realignment of auxiliary spillway channel and expansion of the training dike; installation of a sheetpile wall along the left side of the auxiliary spillway; lime treatment of surficial dispersive soils on the embankment, auxiliary spillway, and training dike; reconfiguration of the 8-inch diameter embankment drain pipes in the vicinity of the principal spillway impact basin; construction of a filter diaphragm below the existing principal spillway outlet conduit; and replacement of the existing trash rack installed on the inlet structure. Due to anticipated subsurface water and presence of soft silty soils at the outlet of the principal spillway pipe, removal of water and dewatering will be necessary.� Evidence of the soft and wet soils has resulted in settlement and pipe joint movement of the principal spillway conduit over the years since original dam construction. It is expected that use of a pugmill or batch mixing plant will be needed to do the soil mixing.� The duration of this project is approximately 220 calendar days after the Notice to Proceed (NTP) is issued.� The Government requests that interested parties provide the following capability information to the Contract Specialist, Stephen Case by e-mail stephen.case@usda.gov by 17:00 pm. 3/15/2024: Name, Physical Address, and Website of Firm Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUB-Zone, etc.) SAM record UEI number Ability and experience in managing projects of similar magnitude. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. Bonding Capability; per contract and aggregate.� Provide amount of aggregate bonding currently available (i.e. amount not committed). Anticipated subcontractors (if any) Past Performance - List of Projects (Government and Commercial) that are similar in scope and size. Interested parties shall submit a capabilities statement no more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. This synopsis is not to be construed as a commitment by the Government.� No evaluation and/or results will be issued to respondents, and no contract will be awarded as a result of this Sources Sought announcement; it is solely for informational, market research and acquisition planning purposes.���
