Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The USDA, Agricultural Research Service, Southeast Area Office requires multiomics analysis by mass spectrometer poultry sample services. In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 12405B24Q0106, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a total set aside for small business under the North American Industry Classification System (NAICS) Code 541380, Testing Laboratories and Services. The applicable small business size standard is $19.0 Million. The resulting purchase order will be a firm-fixed price type. The resulting award will include one (1) line item incorporating the Performance Work Statement (PWS) listed below: � � � � � � � � � � � � � � � � � � � � � � � � US Department of Agriculture � � � � � � � � � � � � � � � � � � � � � � � �Agricultural Research Service � � � � � � � � � � � � � � � � � � � � � � � � � � � Southeast Area Office � � � � � � � � � � �Multiomics Analysis by Mass Spectrometer Poultry Samples PERFORMANCE WORK STATEMENT General Information The contractor must identify the effect of vaccine in broiler chickens. The goal of this requirement is to identify biomarkers to control pathogen colonization in broiler chickens. � Background Analysis of differentially expressed proteins, lipids, electrolytes, and metabolites are analyzed in the sample using the multiomics approach, which is cost effective and uses less samples as serum samples are precious. � Scope of Work� The USDA requires multiomics analysis services. Services must include metabolomics, proteomics, lipidomics, electrolytes etc., of approximately sixty (60) samples of chicken serum as defined in the awarded CRIS Project entitled, �Multi-hurdle Approaches for Controlling Foodborne Pathogens in Poultry� (https://www.ars.usda.gov/research/project/?accnNo=439695). Liquid chromatography � mass spectrometry (LC-MS) analyses. � Period and Place of Performance It is anticipated the required services will be completed within two (2) months after award. All work must be performed at the Contractor�s site. � Government Furnished Property, Equipment, and Services The Government will provide samples and sample variables such as age, sex, draw of collection, etc. � Contractor Furnished Items and Responsibilities The Contractor is responsible for providing all labor, equipment, and supplies necessary to meet the requirements of this PWS.� � Services/Deliverables Required Omni-MS analysis output Raw LC-MS data Table of LC-MS features each with: �Relative peak area quantification among samples �Putative bioinformatic identifications o Association statistics with provided sample variables � Data visualizations Global data structure Dimensionality reduction Biological associations Volcano plots Individual analyte associations � STANDARD. All deliverables must be completed timely 100% of the time. The Government will award a purchase order resulting from this�solicitation�to the responsible�offeror�whose�offer�conforming to the�solicitation�will be most advantageous to the Government, price and other factors considered: lowest price technically acceptable. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2024-03.� Quotes are due no later than Wednesday, March 20, 2024, 2:30pm MTN.� All responsible sources who submit a timely quote will be considered for award. In accordance with FAR 52.212-3(b)(2) vendors must be registered and active in SAM at the time of quote to be considered for award.
