Description
1.� The Government is seeking Korean-owned businesses with the capabilities and experience related to efforts necessary to manage and execute the Government�s planned project to Conduct Housing Community Profile (HCP) at Osan AB, Korea.� The Government intends to award a Firm Fixed Price requirement to the most highly qualified A&E firm for the Other A-E Services project at Osan AB, Korea in IAW the Statement of Work (SOW) dated 16 January 2024. � Interested firms must provide a response with the following information:� A. CAPACITY Provide a narrative that demonstrates that you have both adequate capacity to perform the work in this requirement and interest in being considered in this evaluation. B. KNOWLEDGE OF LOCALITY Provide narrative demonstration of adequate knowledge of locality at the project location.� Such demonstration may include listing of relevant and recent (concluded within the last 5 years) projects performed within that locality and/or a narrative description demonstrating knowledge of the unique requirements at that locality. C. PROFESSIONAL QUALIFICATIONS - TEAM COMPOSITION: Provide a teaming plan to describe the team composition that would be proposed if selected for this requirement, identifying all participating firms (i.e. prime contractor, JV partner(s), teaming partners, or subcontractors).� For each participating firm, describe how that firm will be resourced to support the requirement, including the discipline of architectural-engineering design services or other traditional A-E services to be performed. The Government may request further demonstration of professional qualifications, to include a staffing plan or other demonstration of professional qualifications of the team that would be resourced for this requirement. 5.� SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENENCE For the purposes of this evaluation, the Government will evaluate specialized experience and technical competence based on the offeror�s demonstration of recent and relevant projects. Recent will be considered completed within the last five (5) years.� Relevant projects will demonstrate similar complexity and scope to this requirement, including performance of Other A-E Services that: a. Provide A-E services in support of infrastructure and installation planning and programming activities. Activities must support and be directly related to or associated with real property activities. b.� Perform onsite facility assessments per Air Force assessment business rules for Osan Air Base (AB). An estimated 6,784,759 sq. ft. of housing assets are located at the AB�s. At least 6% of each house type shall be physically assessed and each support building. The assessment shall include the following building systems: A10 Foundations; A20 Basement Construction; B10 Superstructure; B20 Exterior Enclosures; B30 Roofing; C10 Interior Construction; C20; Stairs; C30 Interior Finishes; D10 Conveyances; D20 Plumbing; D30 HVAC; D40 Fire Protection; D50 Electrical. Contractor shall coordinate access to each housing unit with the Detachment/Installation Housing office.� The duration of the assessment for the HCP site visit is dependent on the size and number of unit types at the installation. Contractor shall contact the Detachment/installations prior to the scheduled visit to review and develop concurrence on the inventory, facilities, unit types, floor plans, existing issues, projects, and all other assessment aspects of units and infrastructure.� Throughout the process, Contractor shall be responsible for validating and/or collecting all data requirements and conducting detailed housing unit and infrastructure assessments. The assessment square footage is estimated to be: Location:��Osan AB No. of Housing units:�1705 Housing Square Footage:��2,030,108 Support Building Square Footage:��102,584 Total Square Footage:� 3,032,692 c.� Photographs are the best resource for helping to clear up questions regarding condition, floor plans, elevations, and existence of certain amenities after the site visit. Special attention shall be placed on items, rooms, or systems that have deficiencies and require repair or upgrades. BUILDER assessments with failing condition rating shall have a photo loaded into the SMS system to help justify the rating. Prepare digital photo documentation of representative neighborhoods and housing in the local community, on-base, and privatized. Label each photo with location, size, number of bedrooms, and relevant amenities. Photography of any kind must be coordinated through the Installation, customer, or facility Point of Contact (POC). The following photographs are required in support of the HCP development. � �1.� Neighborhood/Community For each neighborhood, commercially available satellite/birds-eye imagery overview of each neighborhood. Installation Public Affairs may be able to provide aerial photos upon request. Exterior pictures of the community to include sidewalks, roads, parking areas, street and area lighting, utilities, and community amenities (playgrounds, tot-lots, recreation courts, etc.). Panoramic photographs of each neighborhood. � �2. For Each Housing Unit Type For each housing Type, exterior pictures of the front, left side, right side, rear, garage/carport (IF available), outdoor living spaces (patio, decks, fence, etc.), roof, and on/off street parking areas.� Interior pictures of the living room, dining room, family room, all bathrooms, all bedrooms, laundry room, pantry, and kitchen for each unit type. Multiple shots of each room from opposing viewpoints, hallways, unusual nooks, garage, and stairways from top and bottom perspectives shall be provided. d.� Review and update all FH BUILDER facility condition data as needed. Generate BUILDER scores (FCI, BCI) and major system scores for all FH units and support facilities at three installations in the Air Force inventory. The BUILDER scores shall include system level data for the following building systems: A10 Foundations; A20 Basement Construction; B10 Superstructure; B20 Exterior Enclosures; B30 Roofing; C10 Interior Construction; C20 Stairs; C30 Interior Finishes; D10 Conveyances; D20 Plumbing; D30 HVAC; D40 Fire Protection; D50 Electrical. Builder data and scores will be generated by inputting builder assessments and migrating assessment data into BUILDER. The most current and available assessment data shall be utilized to generate building scores. e.� Ensure the most current facility condition data is available in BUILDER as well as utilize BUILDER scores to complete the HCPs. The draft HCPs shall include an executive summary, Bullet Background Paper (BBP) and web portal data for review (until SharePoint site is available). The executive summary/BBP shall include the following: � �(1)� Condition assessment charts shall include unit type, number of bedrooms and bathrooms, grade assignment, year built, last renovated, Facility Condition (FCI/BCI) score. � �(2)� Bedroom requirements data from latest HRMA and assigned disparity. � �(3)� Divestiture plan (if applicable). � �(4)� Prioritized list of major Maintenance (recapitalization) and FHCON projects. f.� PACES cost estimates are to be developed to determine an initial improvement vs. replacement analysis for planning direction. Costs must be developed with the requirement that the Host Nation will contract/acquire the work. Planning shall also address all forms of Government funding to include the Host Nation, if applicable. g.� Draft HCP should include the Contractor�s recommendation for investment for each installation covered under the scope of the requirement. The investment recommendation should be based on facility condition, AFI standards, and best value with respect to reconfigurations, improving facilities to current standards, replacement construction, deficit construction and divesture of surplus units/facilities. PACES costs are to be developed as investment strategies are evaluated to assist in determining the best investment strategy for the Air Force. h.� During the government review of the draft HCP, the contractor shall schedule and participate in an on-board review call with each installation to discuss the Preliminary Draft HCP and clarify/resolve issues and concerns prior to continuing onto an installation pre-final Hcp. The Draft submittal shall incorporate all applicable review comments discussed during the conference call or on-board review. i.� A final submittal shall be developed and published upon final acceptance of the pre-final submittal. The final report also requires Major Command/ Wing Commander coordination prior to final publication. j.� Update BUILDER based on the reassessment data and on any projects or work that has been accomplished. Contractor shall evaluate room sizes/quantity and compare/contrast with real property records. Contractor will ensure the dormitory quantity and configuration are up to date in Real property records. Contractor shall provide a written report of work and data updates that were accomplished during the site visit.� k.� Obtain maintenance, repair, and/or project data that has been accomplished since the last HCP was conducted/updated. Data shall be obtained through a data call. Updates shall include but not limited to update of facility BCIs, FCIs, SCIs, facility numbers, facility SF, etc. l.� Develop business rules for data input, migration, and data management (e.g., when project is completed, how data base is updated). Provide a copy of the business rules. 6.� RELEVANT EXPERIENCE/PAST PERFORMANCE The Government will review the relevant information using Contractor Performance Assessment Reporting System (CPARS)/ Past Performance Information Retrieval�(PPIRS). 7.� Korean-owned businesses shall indicate their interest in competing for this requirement through submission of the sources sought notice response (required) SAVED AS PDF FORMAT FILE.� Deliver via email no later than 2:00pm (Central Standard Time),� 14 March 2024.� For files larger than 3MB, please send an email to the Contract Specialists, Louwanna Wright, requesting a DoD Safe drop-off at least 1 business day prior to the suspense due date, in response to this notice.
