Description
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325920 Explosive Manufacturing with a corresponding size standard of 750 employees; Product and Service Code (PSC): H913; Other Quality Control, Testing, and Inspection- Ammunition and Explosives. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women- Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. DESCRIPTION The following constitutes a Sources Sought Synopsis. The Government is performing market research to identify potential contractors who have the skills, experience, and knowledge required to successfully gather the following data, as needed, to enable the development and validation of each Air Delivered Munition (ADM) and Predictive Age Life Model (PALM), to make accurate performance and shelf-life predictions for each ADM. Testing and data will include: Mass properties, CT scanning, Non-destructive testing, Sectioning and Coining of energetic filled ADMs, Core extraction of energetic materials from coins, testing of the energetic materials, testing of ADM case materials, shipping of ADMs and cores to respective AF specified locations, Analysis of full and sub scale ADM and ADM components test results, develop digital modeling and simulation (M&S) capability, validated with full and sub scale testing, using validated M&S capability create PALM, Validate PALM with ongoing Air Force (AF) bomb arena testing. Information received will be considered for the purpose of determining industry interest in the upcoming procurement. No reimbursement will be made for any costs associated with providing information in response to this sources sought. Any information submitted by respondents to this notice is strictly voluntary. All responses to this Sources Sought Synopsis must be submitted to the points of contact listed above. This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded. KNOWN QUALIFIED VENDORS: -���� Northrop Grumman Innovation Systems Promontory Division REQUIRED SYSTEM SPECIFICATIONS The Contractor will need to be able to: receive, store, ship, process ADMs, Net Explosive Weight (NEW) of 25,000 pounds at any given time, cut/section an energetic filled bomb without contamination of the energetic fill, then core and machine the energetic material to AF directed diameters, store, package, handle, ship energetic cores, generate appropriate shipping documents, CT scan up to a 5,000 pound bomb, mass properties measurements of each ADM, generate validated structural and hydrocode models for use in M&S analyses, generated models will be used to create the PALM, compare new Time = 0 energetic material, artificially aged, naturally aged energetic cores extracted from the ADMs and energetic samples produced by the contractor to Mil SPECs, contractor required to fund all shipping of ADMs, cores and disposal of all residual materials upon AF direction. Digital modeling of ADMs for sled testing understanding voids in bomb fills.� Contractor must maintain 100% accountability of the ADMs, cores, cases with tracking coordinated with AF program manager. Contractor will follow the Service Classification Guide for General Purpose Bombs/ADMs.
