- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Portland VA Medical Center (VAMC), intends to enter into a Firm-Fixed Price contract on a sole source basis to Philips Healthcare a division of Philips North America, LLC., under the authority of 41 U.S.C. 253 (c) (1) and FAR 13.106-1 a contract, entitled "" Philips Spectranetics Nexcimer and Excimer Laser service New Base + 3 for the Portland VAMC"". This service will include a preventative maintenance contract to ensure that the Philips Spectranetics Excimer Laser is kept in proper operating condition and ready for use on patients. This contract includes two preventative maintenance visits by PHILIPS authorized service engineers per year per system, including gas exchange as needed. The contractor shall provide service engineers that have specialized experience with Spectranetics CVX-300 Excimer Laser and LAS-100 Nexcimer Laser. The contractor s services engineers must be original equipment manufacturer (OEM) trained on the CVX-300 Excimer Laser and LAS-100 Nexcimer Laser and have a valid training certificate that is kept up to date. The contractor s service engineer shall have fast access to parts, elevated troubleshooting assistance, and regional support. Philips Healthcare s Laser service does not accept pass-throughs from small businesses awarded SB set-aside contracts. This will be a Firm-Fixed Price type contract. If there are sources able to perform the requirement, they must respond by submitting a capability statement within 2 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 2 days of publication of this synopsis will be considered for solicitations in the future. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. No collect calls or facsimile transmissions will be accepted. Respondents may submit their capability statements via e-mail to the point of contact listed in this notice intent synopsis. All information furnished must be in writing and must contain sufficient detail to allow the Portland VAHCS to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 20 contracting office on or before 5:00PM PST on March 6, 2023. All questions must be submitted in writing and can be emailed to Phillip Folger, Contract Specialist at phillip.folger@va.gov . A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in System for Award Management (SAM).
