SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT REQUEST ONLY to identify sources that can furnish support for Facility Portfolio Administration. The information provided in the Sources Sought is subject to change and is not binding to NOAA. The NMFS has not made a commitment or an authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. 1.0 Description The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD), on behalf of the National Marine Fisheries Service (NMFS), Office of Management & Budget (OMB) is seeking possible sources able to provide facility portfolio administration and support in Silver Spring MD. The North American Industrial Classification System (NAICS) code is 541611 Administrative Management and General Management Consulting Services. The small business size standard for this NAICS code is $24.5 Million. 2.0 Background and Objective National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (Fisheries), is responsible for the management, conservation and protection of living marine resources within the United States' Exclusive Economic Zone (waters 3 to 200 miles offshore). Fisheries assesses and predicts the status of fish stocks, ensures compliance with fisheries regulations, works to reduce wasteful fishing practices, and recovers protected marine species (i.e. whales, turtles) without unnecessarily impeding economic and recreational opportunities. Research/science operations and regulatory/policy activities, conducted principally within the six science centers and their laboratories and field stations along with five regional offices, allow Fisheries to work with communities on fishery management issues. To accomplish its mission, Fisheries has established over 163 facility site locations encompassing approximately 1,851,547 square feet supporting a variety of activities and operations conducted by Fisheries personnel across the United States and its territories. Fisheries� mission execution is dependent on a collection of often unique facilities and structures, including labs, live animal housing, warehouses, machine shops, administrative spaces, and boat pier/storage. Fisheries� geographic footprint is broad and diverse ranging from large multifunctional laboratories to small site-specific structures in remote locales. Additionally, the Fisheries facility portfolio is the oldest in NOAA with many of the structures dating as far back as the 1930s. Fisheries manages its facility portfolio through a decentralized network of Funds Management Centers (FMCs), principally the 11 Regional Offices and Science Centers. Fisheries Headquarters provides general guidance and support and is the principal liaison with NOAA Chief Administrative Officer. FMC�s are responsible for day-to-day Operations and Maintenance (O&M), repairs, compliance, budgeting, space planning, and requirements development. This model has led to a diverse set of management practices and inconsistent facilities data within the Fisheries facility portfolio. The purpose of this procurement is to obtain the services of a contractor with capabilities in Federal real property portfolio, data management, and maintenance management (both preventive and corrective). The contractor will be tasked with assisting Fisheries in the management, maintenance and transformation of its real property data and energy management reporting. Improved data management will provide insights that enable better decisions and facility management actions. 3.0 Key Elements In order to promote the most efficient use of NMFS funds towards meeting the mission and program goals of the OMB, NMFS requires a contractor that can provide services to help analyze and achieve these program goals. This shall include: Portfolio Information Systems Support: In coordination with the Fisheries Facilities Management Branch the contractor shall provide information systems support and technical expertise for management of the Fisheries Facility Portfolio Asset Management & Planning System 2.0 (AMP 2.0) Development: In coordination with the Fisheries Facilities Management Branch the contractor shall develop a new software package for the Fisheries Asset Management Program, following the Jira storyboard developed under the previous contract, 1305M220FNFFK0285. Energy Sustainability Support: In coordination with the Fisheries Facilities Management Branch the contractor shall assist in documenting energy metrics across the NMFS Portfolio. Project Development: In coordination with the Fisheries Facilities Management Branch the contractor shall assist in work package development across the NMFS Portfolio. Construction Project Manager: In coordination with the Fisheries Facility Management Branch, the Contractor shall provide construction project management support for assistance in planning, coordinating, inspecting, and assisting with future project development for deferred maintenance repair, recapitalization projects, and energy savings performance contracts. Desired Capabilities NOAA�s National Marine Fisheries Service (NMFS) is seeking to collaborate with an individual or entity that: The Contractor shall have capability with Federal Real Property, Data Management, and data visualization tools. The Contractor shall have excellent skills in writing and technical editing of project documents, plan of actions and milestones, executive-level presentations and technical editing. The Contractor shall have the ability to access and maintain the current NOAA NMFS Facilities Tableau Dashboard and multiple other databases such as AMP, Sunflower, & BUILDER. The Contractor shall have capability with the US Army Corps of Engineers, Sustainment Management System BUILDER Module. The Contractor shall have capability and an understanding of the NOAA Deferred Maintenance and Repair (DM&R) prioritization and selection. The Contractor shall have capability with Archibus, and NOAA�s use of Archibus as a Computerized Maintenance Management System (CMMS). Requested Information Contractors shall submit a Capability Statement that demonstrates how they meet the requirements of this Sources Sought notice. Please limit responses to three (3) pages. Standard brochures will not be considered a sufficient response to this notice. The submitted Capability Statement shall include the following: Company Overview Company Name and Address A brief description of your company Social-economic status, business size, and size standard/applicable North American Industry Classification System (NAICS) codes. Dun & Bradstreet (DUNS) number Website address Up to five recent (within the past three years) and relevant projects similar in size and magnitude Identify your capability as a Prime or a Sub on similar efforts Identify any work with the Fisheries, OMB, or other Fisheries divisions for similar project work. 6.0 Summary Responses must be submitted in writing no later than March 11, 2024 by 4:00 p.m, MT, sent via email to jack.huckleby@noaa.gov and elliott.waxman@noaa.gov. Emailed responses must be received in a supported Adobe or Microsoft Office file format. These formats are the only acceptable methods of submitting a response electronically. Zip Files, Cloud storage providers, google docs, web based drop boxes, OneNote/OneDrive, URLs, web-based format, or any other virtual/web-based memory service are NOT acceptable methods of submitting a response electronically. Documentation will be reviewed solely for the purpose of identifying capable small businesses. A determination by the Government not to issue a solicitation is solely within the discretion of the Government.
