- ***THIS IS A SOURCES SOUGHT NOTICE ONLY*** This is a Sources Sought announcement for THE PURPOSES OF MARKET RESEARCH ONLY in support of �BASE OPERATIONS SUPPORT SERVICES AT MCAS IWAKUNI, JAPAN�.� The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency.� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. FEAD at MCAS Iwakuni is seeking potential sources for base operations support project for MCAS Iwakuni in Japan.� The magnitude of this project is between $2,000,000 and $11,000,000 or Japanese Yen equivalent. The contract type will be firm-fixed-price (FFP). Contractors shall furnish all labor, supervision, management tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform the following work by the dates listed below: May 30, 2024 (total of $8-9M) Replace 4 chillers (including chilled and hot water pumps and associated piping) at various locations. Replace 2 cooling towers and associated piping at various locations. Replace 2 heat exchangers at various locations. Replace 24 Packaged AC units at various locations. Replace 14 Separate AC units at various locations. Repair the DDC system the is currently not functioning at 1 building, as well as the centralized DDC hub for MCASI. Replace 30 damaged VRS units at various locations. Repair of 20 400HZ frequency converters at various locations. Replacement of 6 large dock levelers at 2 locations. September 30, 2024 (total of $2-3M) Replace 21 domestic hot water circulation pumps and associated piping at various locations. Replace 21 domestic hot water storage tanks and associated piping at various locations. Replace 12 heat exchangers at various locations. Replace 4 hot water heaters at one location. Replace 2 air compressors at one location. Repair (and tag) streetlights across base to reduce hazards. April 30, 2025 (total of $10-11M) Replace 12 chillers and associated piping at various locations. Replace 9 air handling units at various locations. Replace 3 cooling towers and associated piping at various locations. Replace 15 chilled and hot water pumps and associated piping at various locations. Replace 21 packaged AC units at various locations. Replace 15 separate AC units at various locations. Replace 10 fan coil units at various locations. Repair and cleaning of all separate AC units in 4 different buildings. Tree services in Housing areas to remove potential safety hazards as needed. April 30, 2026 (total of $9-10M) Replace 16 air handling units at various locations. Replace 10 chillers and associated piping at various locations. Replace 6 cooling towers and associated piping at various locations. Replace 18 chilled and hot water pumps and associated piping at various locations. Replace 14 fan coil units at various locations. Replace 48 packaged AC units at various locations. Replace 35 separate AC units at various locations. May 30, 2026 (total of $3-4M) Replace 10 domestic hot water circulation pumps and associated piping at various locations. Replace 10 heat exchangers at various locations. Replace 13 domestic hot water storage tanks and associated piping at various locations. Replacement of damaged playground equipment at 2 locations. This contract will be performed in its entirety in the country of Japan.� Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Prior to award of any contract, offerors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.� Offerors will be required to provide verification on such license prior to award to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement.� Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as �Members of the Civilian Component� under Article I(b) of the SOFA. Interested sources are invited to respond to this Sources Sought Notice by completing and submitting Enclosure (1) Contractor Information Form, to demonstrate capabilities, capacity, and experience.� Submission should be no more than 12 single sided page or 6 double-sided pages, including attachments, single-spaced, 12-point font minimum.� The capabilities package must be complete and sufficiently detailed to allow the Government to determine the firm�s qualifications to perform the defined work. Respondents will not be notified of the results of the Navy�s market research.� NAVFAC FE will utilize the information for acquisition planning purposes.� All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please submit complete information via email to Ms. Katerina Johnson via electronic mail at katerina.p.johnson.civ@usmc.mil no later than 21 March 2024 at 2:00 p.m. JST.� Information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately.
