Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for (1) HistoCore AUTOCUT microtome machines for the Wilmington VA Medical Center. All work is to be completed in accordance with statement of Need. This sole source contract will be solicited and negotiated with Leica Microsystems Inc, 10 Parkway North STE 300, Deerfield, IL 60015 under the authority of FAR 13.106-1 Single Source Justification. See attached Draft Statement of Work (SON). The North American Industry Classification System (NAICS) code for this procurement is 334516. The Small Business Administration (SBA) size standard is 1000. Interested vendors that can meet this requirement, shall identify their interest and capability, and respond to this notice by 03/18/2024 by 3:00 PM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, ueiSAM Number, Socioeconomic Category, brief description of your business entities capability to handle this project at the Lebanon VA Medical Center. This Special Notice of Intent to Sole Source is for planning purposes only. No solicitation will be made available. This is not a request for quotations. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Specialist at christa.stine@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely at the discretion of the Government. If no responses are received, Contracting will proceed with the sole source negotiation with Government Scientific Source, Inc. STATEMENT OF NEED-WILMINGTON VAMC INTRODUCTION/BACKGROUND: The Histology department of Pathology and Laboratory Medicine at the VA Medical Center, Wilmington, Delaware currently utilizes HistoCore AutoCut Configuration. Tissue is embedded into a wax block. Then, thin slices of tissue are cut from the block using the HistoCore Autocut instrument and fixed to a slide to be examined for cell morphology by the Pathologist. Due to the high demand of tissue testing, it is essential the Laboratory have a precise and reliable HistoCore Microtome in place so adequate slides can be presented to the pathologist for rapid turnaround times for diagnoses and time-critical treatment decisions. In the event the current HistoCore Microtome becomes inoperable, diagnosis turnaround times would be delayed, which in turn, would also delay any necessary treatments for the patient(s). OBJECTIVE: The department of Pathology and Laboratory Medicine (113) at the Department of Veterans Affairs Medical Center, (460) Wilmington, Delaware, hereby referred to as the VAMC Wilmington (460), is seeking the acquisition of one (1) HistoCore Microtome. The contract sought is a onetime purchase with a minimum coverage period of 1 year manufacturer s service warranty. MAJOR REQUIREMENTS: In order for the Contractor to accomplish the work under this task order/purchase order, it shall be necessary for the Contractor to complete the following tasks: Supply one (1) HistoCore Microtome and workstation. Provide delivery of instrumentation to the VAMC Wilmington (460), Department of Pathology and Laboratory Medicine (113). Delivery must occur within the timeframes designated by the Federal Government for emergent requests. The awarded vendor must install and provide instructions and/or training on the use of instrumentation supplied. The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the contract between the Government and the Contractor s employees. GOVERNMENT FURNISHED INFORMATION OR MATERIAL: This acquisition does not include Government-furnished property (GFP). This acquisition does not include Contractor-acquired property (CAP).
