Description
This is a non-personal services contract to provide portable chemical toilets to the USAHEC and USAWC, Carlisle Barracks, PA. The solicitation number is W91QF024Q6006. The solicitation is issued as a Request for Quotation {RFQ} pursuant to FAR 13. This contract is currently held by Chamberlin & Wingert Sanitary Services. The contract number is W91QF019P0010 & the contract period ends on 30 March 2024. This requirement is for a contractor to provide portable chemical toilets & portable toilet services/maintenance at the U.S. Army Heritage and Education Center (USAHEC) along the Army Heritage Trail (AHT) as required. Contractor will be required to provide 4 portable toilets (2 regular and 2 handicapped) which will remain on AHT year-round. Contractor will also provide portable chemical toilets to special events at the USAHEC and the U.S. Army War College (USAWC). Award of this portable toilet contract will ensure that the Army Heritage Trail always presents a proper image to the public by providing clean and appropriate toilet facilities for the public to utilize along the trail during their visit. Special events and at the USAHEC and USAWC will also present a proper image to the public by providing clean and appropriate toilet facilities for the public to utilize. Both regular and ADA toilets will need to be consistently stocked with toilet paper and hand sanitizer. Periods of Performance: CLIN 0001 - POP 01-APRIL-2024 TO 31 MARCH 2025 (Base) CLIN 1001 - POP 01-APRIL-2025 TO 31 MARCH 2026 (OY1) CLIN 2001 - POP 01-APRIL-2026 TO 31 MARCH�2027 (OY2) CLIN 3001 - POP 01-APRIL-2027 TO 31 MARCH 2028 (OY3) CLIN 4001 - POP 01-APRIL-2028 TO 31 MARCH 2029 (OY4) CLIN 5001 -� Extension per FAR 52.217-8 from the dates of 1 April 2029 to 30 September 2029. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC} 2024-03 effective 23 February 2024 and Defense Federal Acquisition Regulation Supplement {DFARS). Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. Additionally: All information on the solicitation must be filled out completely and returned. Incomplete submissions will be determined not in conformance to the Solicitation and may be rejected. Please be sure to read the entire solicitation for sections that require vendor information to be submitted. All contractors must be actively registered in SAM in order to receive a Department of Defense contract (See DFARS 252.204-7004 ALT A). Contractors are advised to register upon receipt of this solicitation since there is a time lag between registration and registration availability. A notarized letter will be required. Any site requiring payment is a third-party site that will do the registration for you. Quotes which are unrealistic in terms of technical or unrealistically low in price will be deemed reflective of an inherent lack of technical competence or indicative of a failure to comprehend the complexity of the proposed contractual requirement and may be rejected. Performance Work Statement This solicitation incorporates the following FAR 52.208.09 clause IAW FAR 8.005: Contractor Use of Mandatory Sources of Supply or Services�(May�2014) (a)�Certain�supplies�or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase From People Who Are Blind or Severely Disabled (the Committee) under�41 U.S.C.8504. Additionally, certain of these�supplies�are available from the Defense Logistics Agency (DLA), the General Services Administration (GSA), or the Department of Veterans Affairs (VA). The Contractor�shall�obtain mandatory�supplies�or services to be provided for Government use under this contract from the specific sources indicated in the contract schedule. (b)�The Contractor�shall�immediately notify the�Contracting Officer�if a mandatory source is unable to provide the�supplies�or services by the time required, or if the quality of�supplies�or services provided by the mandatory source is unsatisfactory. The Contractor�shall�not purchase the�supplies�or services from other sources until the�Contracting Officer�has notified the Contractor that the Committee or an AbilityOne central nonprofit agency has authorized purchase from other sources. (c)�Price and delivery information for the mandatory�supplies�is available from the�Contracting Officer�for the�supplies�obtained through the DLA/GSA/VA distribution facilities. For mandatory�supplies�or services that are not available from DLA/GSA/VA, price and delivery information is available from the appropriate central nonprofit agency. Payments�shall�be made directly to the source making delivery.
