Building Information Model (BIM) Development for NCST Investigation AMDTCSSN2400993 INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. This notice is strictly for market research and information purposes only. Your responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NIST is seeking responses from all responsible small business concerns. Small businesses are defined under the associated NAICS code for this effort, 541330 (Engineering Services), as those domestic sources with annual revenue not exceeding $25.5 million. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Engineering Laboratory (EL) is conducting a full technical investigation of the collapse of the Champlain Towers South (CTS) building under the authority of the National Construction Safety Team Act (�Act� or �NCST�), Pub. L. 107-231, codified at 15 U.S.C. 7301 et seq. The CTS is a 12-story beachfront condominium with an underground garage located in the Miami suburb of Surfside, Florida, United States, that experienced a sudden partial collapse on July 24, 2021. The goal of the NIST technical investigation is to determine the technical cause of the collapse and, if appropriate, to recommend changes to building codes, standards and practices, or other actions to improve the structural safety of buildings. There are millions of high-rise condominium units in Florida alone, many of them aging structures that are located near the coast. As part of the investigation efforts, NIST�s Remote Sensing and Data Visualization Project team is producing visualizations to better understand and communicate conditions leading up to the partial collapse in support of the technical investigation. Part of the visualization effort includes the development of a Building Information Model (BIM). Scope of Requirement: NIST is seeking information from all responsible small business concerns capable of developing and producing a 3-dimensional (3D) Building Information Model (BIM) of the original CTS condominium. The goal of this requirement is for the Contractor to produce a 3D BIM of the pre-collapsed design for CTS based on Government-provided as-designed drawings. The model shall use� the North American Vertical Datum of 1988 (NAVD 88) height (US Survey Feet) and the NAD 1983 HARN Florida State Plane East FIPS 0901 (US Survey Feet) Coordinates . The level of detail (LOD) for all features shall be a minimum of 200 unless otherwise specified. The LOD shall follow the General Services Administration (GSA) Building Information Modeling guidelines, dated September 30, 2016, entitled �BIM Guide 07 Building Elements� located at the following website link: https://www.gsa.gov/system/files/BIM_Guide_07_v_1.pdf. The Government will provide additional data including as-designed drawings in .pdf format (source: https://surfside.one/public-records-search/), survey control points and GPS benchmarks in digital format in the required coordinate system and known as-built variances from the as-designed drawings. The BIM shall be developed using Autodesk Revit version 2021 (or later) and shall include the building site layout, subgrade and ground level parking garages, building structure, architectural elements, and select major mechanical systems, as described in more detail in the following task requirements. Individual sheets are not required to be developed. � Key Requirement Tasks: The required work includes the following key task areas: 1. Produce a 3D BIM model, using Autodesk Revit version 2021 (or later), according to the major elements and features to a LOD200 and other specific interior and exterior features of the CTS building. The BIM model shall be developed in iterations with monthly review meetings to be held to monitor development of the BIM model at different levels of completion, including at 65% complete, 95% complete, and the final complete. All data, evidence, and results compiled during contractor performance shall be delivered and stored on a secured NIST cloud content platform. 2. Option Tasks: The following ten (10) option tasks will be included in the prospective opportunity as option tasks that may or may not be exercised. If exercised, the following option tasks shall be required for the contractor to include in the 3D BIM model: ��� �Known as-built variances into the 3D BIM model, provided by the Government. ��� �Neighboring Streets and Buildings as additional elements/features into the 3D BIM model for visualization and communication purposes. ��� �Additional interior construction details/features for the Interior of the Lobby/1st Floor ��� �Additional interior construction details/features for Typical Floor (2 through 12) ��� �Additional interior construction details/features for the Roof and Penthouse ��� �Additional interior construction details/features for the Plaza Level Slab ��� �Additional interior construction details/features for the Garage/Basement Level Columns ��� �Additional interior construction details/features for the Beams Supporting the Plaza Level Slab ��� �Digital delivery of BIM model to augment a Virtual Reality (VR) Environment ��� �Two (2) VR Headsets to support visualization of the real-time VR model QUESTIONS REGARDING THIS NOTICE Questions regarding this Sources Sought Notice may be submitted via email to Mr. Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. Questions will be anonymized and answered via sources sought notice amendment following the question submission deadline. � RESPONSE INSTRUCTIONS All responsible small business sources able to provide the services described above are asked to email a response to Mr. Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov by or before 4:00 PM ET on� March 27, 2024. Please include the information identified below in the response. NIST prefers respondents use the provided outline format, inclusive of prior experience when available; however, all responses will be evaluated regardless. INTRODUCTION: Introduction to include name of company authorized to provide services, along with their address and a point of contact for the company (name, phone number, and email address). ��� �The company�s primary NAICS, size classification, and socio-economic status (i.e., Small Business, Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). DESCRIPTION: Brief description of capabilities in relation to the three key task areas identified in the subject sources sought notice. PREVIOUS EXPERIENCE: Previous experience and example projects similar in size, scope and complexity (if available). Past examples shall include: ��� �Title of Project ��� �Total Contract Value ��� �Description of Requirement and Effort Performed ��� �Period of Performance Respondents to this Sources Sought notice with no previous experience to provide in response shall indicate as such, and responses shall still be evaluated to determine the respondents� technical capability in relation to achieving this requirement. OTHER INFORMATION: ��� �Information on any GSA Federal Supply Schedules (FSS) or other Government-wide contracts through which the company offers these services, if applicable. Any other relevant information that is not listed above which the Government should consider. Responses are limited to a maximum total of five (5) pages in MS Word or searchable PDF format. IMPORTANT NOTES This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
