- Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with Tytek Medical Inc, utilizing an open market procurement tool for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to provide additional Bleeding Control Stations and Kits that will enhance emergency preparedness and response functions at the Martinsburg VA Medical Center, Community-Based Outpatient Clinics (CBOCs) and other facilities. The NAICS code for this contract action 339113 - Surgical Appliance and Supplies Manufacturing (SBA Size Standard: 800 employees). The Product Service Code for this action is 6545 - Replenishable Field Medical Sets, Kits, and Outfits. Using the authority found in FAR 13.106-1(b)(1)(i), items manufactured by Tytek Medical Inc are being sought for the requirement. Tytek Medical Inc Ptensys Bleeding Control Stations are the brand name currently installed and utilized at the medical center and outpatient clinics. In an effort to keep the standardization of stations, Ptensys Bleeding Control Stations and Kits will be sought. Procuring the same equipment will require no additional training for their use. This will increase Martinsburg VA Medical Center employees the ability to save lives during an active assailant event or other emergency situation that requires the immediate stopping of blood loss to prevent death. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than Tuesday, March 17, 2024 at 7:00 am ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24524Q0362 Notice of Intent to Sole Source. If by March 17, 2024 no viable response have been received in response to this announcement, Dept of VA shall negotiate solely with Tytek Medical Inc. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Officer, Johao Stewart by email at Johao.Stewart@va.gov. The capability documentation should include general information and specific technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support requested for the requirement.
