SOLICITATION NO. W912HZ24B0001 PROCUREMENT TYPE:� Pre-solicitation TITLE:� Coastal Research Amphibious Buggy (CRAB) Prototype Final Design and Build CLASSIFICATION CODE:� A � Research and Development NAICS CODE:� 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) PSC CODE: AH55 - NATURAL RESOURCES & ENVIRONMENT R&D SVCS; OTHER NATURAL RESOURCES; R&D FACILITIES & MAJ EQUIPMENT DESCRIPTION:� On or about 29 March 2024, this office will issue a 2-Step Invitation for Bid (IFB) for the design and fabrication of a Coastal Research Amphibious Buggy (CRAB) to be delivered to Duck, North Carolina. �The solicitation will close on or about 30 April 2024. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.� Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.� Contractors must ensure that the applicable NAICS code 541715 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management �SAM� database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities): Complete the detail design of a CRAB vehicle, then construct, test, deliver, reassemble (if needed) and complete on-site testing for the CRAB vehicle for the Field Research Facility (FRF), Duck, North Carolina. Preliminary design drawings will be provided with the solicitation and will not be provided prior to issuance of the solicitation. The CRAB will operate in the ocean to a maximum depth of 35 feet. General characteristics: Length overall: 30�-4� Beam overall: 26�-11� Height overall: 44�-7� Wheelhouse platform height: 36�-10� Tire Width: 28� Tire Diameter: 62� Engine: 74.4 hp Drive System: Hydraulic Vehicle Speed: 2 mph (nominal) Design maximum grade: 18 degrees minimum with 7� margin Maximum operational wind conditions: 35 kts Max surf zone conditions: 2.25 meter (7.4 ft) breaking waves Max operational depth: 10.6 meters (35 ft) Maximum crew (total): 4 @ 220 lb. each w/equipment/gear Maximum crew on working platform: 2 @ 220 lb. each w/equipment/gear Maximum Operating Weight: 25,100 lb. The Contractor will be required to commence work upon issuance of the contract award and complete the work within 730 calendar days after receiving the contract award.� The above project description is for information only. �Project scope of work is subject to change. The estimated cost of this project is between $1,500,00.00 and $2,500,00.00. SOLICITATION EVALUATION CRITERIA: Firms participating in the solicitation will submit technical requirements in accordance with Section L and Section M. Submissions will be evaluated based on an acceptable/unacceptable approach considering technical elements for evaluation (i.e., Executive Summary, Technical, and Past Performance). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism and submitted after the evaluation of technical proposals have been completed. The acquisition approach for this project will be a Two-Step Sealed Bidding following FAR Part 14.5. Two-step sealed bidding is a combination of competitive procedures designed to obtain the benefits of sealed bidding when adequate specifications are not available. An objective is to permit the development of a sufficiently descriptive and not unduly restrictive statement of the Government�s requirements, including an adequate technical data package, so that subsequent acquisitions may be made by conventional sealed bidding. This method is especially useful in acquisitions requiring technical proposals, particularly those for complex items. It is conducted in two steps: 1. Step one consists of the request for, submission, evaluation, and (if necessary) discussion of a technical proposal. No pricing is involved. The objective is to determine the acceptability of the supplies or services offered. As used in this context, the word ""technical"" has a broad connotation and includes, among other things, the engineering approach, special manufacturing processes, and special testing techniques. It is the proper step for clarification of questions relating to technical requirements. Conformity to the technical requirements is resolved in this step, but not responsibility as defined in FAR 9.1. 2. Step two involves the submission of sealed priced bids by those who submitted acceptable technical proposals in step one. Bids submitted in step two are evaluated and the awards made in accordance with subparts 14.3 and 14.4. In accordance with FAR 14.503-2, an invitation to bid will be issued only to those offerors submitting acceptable technical proposals in step one.
