GWU-Milken Institute Biostatistician Consultation Services Product Service Code: R499- Support- Professional: Other NAICS Code: 541690- Other Scientific and Technical Consulting Services (Small Business Size Standards $19M Average Annual Receipts) Place of Performance: National Institutes of Health Clinical Center 10 Center Drive Building 10, Room TBD Bethesda, MD POTS: �24-005618 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health, Office of Purchasing and Contracts on behalf of the Critical Care Medicine Department, Clinical Epidemiology Section intends to award a fixed contract with for a one-year period of performance to George Washington University (GWU) � Milken Institute of Public Health, Washington, DC, 20052 on a sole source basis to provide Biostatistician Consultation Services. The Clinical Epidemiology Section (CES) is continuously expanding the scope of its research, with an increasing number of independently funded projects. Most recently, the CES has been awarded funding by the not-for-profit organization to conduct a study into the clinical and economic burden imposed by antibiotic susceptible bacterial infections in the United States. �In this project investigators will conduct a retrospective cohort study using clinical and administrative data. �It is anticipated that this project will involve a primary analysis of data from approximately 500,000 to 1, 000,000 patients. �Given the expansive nature of the study, there is a need for two (2) biostatistician individuals which will include one senior Ph.D.-level Biostatistician and one junior master�s degree-level biostatistician. To qualify to provide the necessary services, the senior biostatistician must have a Ph.D. in Biostatistics, possess over 10 years of experience in the academic biostatistical analysis of data from large healthcare datasets, have independently led analytics for large-scale, high-impact studies, and demonstrated ability to independently acquire grant funding. �The junior biostatistician must have a master�s degree in Biostatistics. GWU � The Milken Institute of Public Health is uniquely qualified by being the only major school of public health in the greater Washington, D.C. area, which will enable in person meetings and allow for greater integration of the Clinical Epidemiology Section and experts in epidemiology and public health�to foster a more long-term academic relationship.� GWU -Milken Institute of Public Health also has Biostatisticians that meet the qualification requirements. The qualified contractor will provide combined expertise in Biostatistics and Epidemiology to carry out complex computational modeling, be involved at the study design phase, and leverage large datasets for extrapolation, matching, weighting, and cost analyses; all critical for this project �Burden and Impact of Antibiotic-susceptible Infections in the United States.� This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
