Description
The Department of Veterans Affairs, Network Contracting Office (NCO 12) Great Lakes Acquisition Center anticipates entering a single source procurement with Schneider Electric for the ESPPRIMEOS support package. This acquisition is conducted under FAR 13.106-1(b)(2). Contractor shall provide technical support for the Schneider Electric Power management expert (PME) software suite in accordance with the Schneider Electric ESPPRIMEOS option support package for a base plus three option years beginning May 22, 2024 through May 21, 2028. The software system is comprised of the Schneider PME 7.2 software suite which includes the EPSS control and report building component; The system is a 5 GB data base, 126 devices, 20 existing graphic screens, 5 Programmable Logic Controllers and associated built in reports. There is an APM/ENM add on module and the server associated with these programs. These Schneider Electric software programs are currently installed at the Oscar G. Johnson VA Medical Center (OGJVAMC). This system has been installed and operating since 2010 with the current PME 7.2 software migration occurring in fall of 2016. The existing system will be upgraded in 2024 via Schneider Electric and will have existing meters, Human interface screens and programmable logic controllers replaced with current models. The software suite and server will also be upgraded to accommodate the latest PME software version. Technical support shall support the new software version and hardware. The VA, as part of its mission, requires the ability to monitor the hospital campus utility power, EPSS (emergency power standby system), for troubleshooting and report producing purposes and control via software of the emergency power standby system to meet NFPA (National Fire Protection Association) and The Joint commission testing requirements. Other entities can provide the above referenced service may identify your capabilities and respond by no later than Thursday, March 28, 2024 8:00 AM, Central Time. This notice of intent is not a request for competitive proposals; however, all interested entities submitting a response to this notice must do so no later than the period specified for consideration. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received because of the notice of intent will normally be considered for determining whether to conduct a competitive procurement. No solicitation document is available.
