- NOTICE OF INTENT TO SOLICIT FROM A SOLE SOURCE Title: Environmental Assessment (EA) for modification of Military Operations for modification of Military Operations areas at Vance Air Force Base, Oklahoma and Laughlin Air Force Base, Texas. Issue Date: March 19, 2024 Response Due Date: March 25, 2024 @ 3:00 PM, Eastern Standard Time (ET) THIS IS A SOLE SOURCE NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. _____________________________________________________________________________ Issued by: This Notice of Intent to Solicit From a Sole Source is being issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), on behalf of the DoD-AFIMSC-Air Force Civil Engineer Center (AFCEC/CZCP). Requirement: The U. S. Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), on behalf of (AFCEC/CZCP), intends to negotiate with Quaternary Resource Investigations, LLC (QRI) on a sole source basis under the authority of FAR Subpart 13.105(a) - Only one responsible source and no other supplies or services will satisfy agency requirements, to implement the following: The Department of the Air Force (DAF) is proposing to obtain additional permanent low-altitude airspace to accommodate tactical training requirements of the T-38 Introduction to Fighter Bomber Fundamentals (FBF) course to be flown at Vance AFB, Oklahoma. The overall goal of this task/delivery order is to prepare an Environmental Assessment (EA) that is technically and legally sufficient pursuant to provisions of the National Environmental Policy Act of 1969 [(NEPA), Title 42 United States Code (USC) Section 4321 et seq.], implemented by Council on Environmental Quality (CEQ) Regulations [Title 40, Code of Federal Regulations (CFR) 1500-1508], as updated, the 2023 Fiscal Responsibility Act�s amendments to NEPA, and 32 CFR 989, Environmental Impact Analysis Process (EIAP). The Contractor shall provide services resulting in a project EA with either a Finding of No Significant Impact (FONSI), a mitigated FONSI, or a determination that an Environmental Impact Statement is required. If analysis indicates the potential for significant environmental or socio-economic impacts the Contractor shall recommend to the DAF Government project lead one of the following: � Mitigation measures to minimize impacts to less than significant (incorporated as part of the EA document). � Implementation of the No Action Alternative. � Withdrawal of the EA and the preparation of an Environmental Impact Statement (EIS). The NAICS code is 541620 �Environmental Consulting Services� with services related to NEPA, with a small business size standard of $9.5M. AQD anticipates negotiating and awarding a firm-fixed-price purchase order to QRI in the third quarter of Fiscal Year 2024. Interested parties that believe they could satisfy the requirements listed above for AFCEC/CZCP may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
