Page 2 of 2 THIS IS A SOURCES SOUGHT NOTICE ONLY The purpose of this Sources Sought is to conduct market research to determine small business sources capable of providing on-site annual, and as needed, performance evaluation of imaging equipment and Radiation Safety Officer (RSO) services at the St. Cloud VA Health Care System (SCVAHCS) and Brainerd Community Based Outpatient Clinic (CBOC). Services per this notice under NAICS 541690 - Other Scientific and Technical Consulting Services. Small Business Size Standard is $19 million. BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.  This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23 is not at this time seeking offers and will not accept unsolicited offers.  Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.  Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: This Sources Sought is to gain knowledge of potential qualified sources and their size classification(s) (Service Disabled/Veteran Owned Small Business (SD/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 541690. DESCRIPTION OF SERVICE: Please see attached DRAFT - Statement of Work for full description of this service request. Contractor shall provide on-site annual, and as needed, performance evaluation of imaging equipment and Radiation Safety Officer (RSO) services at the St. Cloud VA Health Care System (SCVAHCS) and Brainerd Community Based Outpatient Clinic (CBOC). Contractor shall provide Radiation Safety services to fulfill the Radiation Materials Licensing requirement as specified by the National Health Physics Program (NHPP). PLACES OF PERFORMANCE: St. Cloud VA Health Care System 4801 Veterans Drive St. Cloud, MN 56303 Brainerd Community Based Outpatient Clinic (CBOC) 722 NW 7th Street Brainerd, MN 56401 POTENTIAL SCOPE OF WORK: Please see attached DRAFT Statement of Work CERTIFICATIONS AND LICENSURE: All Radiation Physicists performing services under this contract shall work under a board certified Medical/Health Physicist from one of the following boards: American Board of Radiology, American Board of Health Physicists or American Board of Medical Physicists. Personnel must have experience in Hospital Medical Physics and be familiar with Minnesota and VA regulations. Physicist must be approved by the NHPP program to function as a Radiation Safety Officer (RSO) on the SCVAHCS Radiation Materials License. The personnel will be identified in the proposal and shall be considered key personnel as essential for the successful completion of the work performed. Any changes to the assignment of personnel must be communicated to the Contracting Officer Representative (COR) and Imaging Supervisor at least five (5) days before new personnel will visit the SCVAHCS. Please indicate whether you hold a GSA Federal-Supply-Schedule or Indefinite Delivery/Indefinitely Quantity (IDIQ) contract that covers this type of request.
