- Description
- The High Performance Computing Modernization Program (HPCMP), has a requirement for operations of the Maui High Performance Computing Center (MHPCC). �The HPCMP intends to issue an award to the University of Hawaii (CAGE Code: 9B954) on a sole source basis.� The United States Navy (USN), through the Naval Sea Systems Command (NAVSEA), has designated the Applied Research Laboratory at the University of Hawaii (ARL at UH) as a University Affiliated Research Center (UARC).� These UARCs are research organizations within a university or college that are established to provide or maintain essential engineering, research, and/or development capabilities through a long-term strategic partnership with the Department of Defense (DoD). �The ARL at UH is a multi-disciplined, defense-oriented scientific and technical research and development institution affiliated with the University of Hawaii.� The DoD permits the use of other than full and open competition for contracts with UARCs under the authority of 10 U.S.C. 3204(a)(3) as implemented by FAR 6.302-3(a)(2)(ii). �The NAICS code for this requirement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences Except Nanotechnology and Biotechnology) with a small business size standard of 1,000 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Verbal communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 15 days from the posted date of this notice.
