PRE-SOLICITATION NOTICE� **NOTICE OF INTENT NOI-NIAID-24-2216683 NAICS � 811210 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Carterra Inc to procure annual Summit Level service plan for a Carterra LSA high-throughput instrument system located in the Antibody Biology Unit (ABU) of the Laboratory of Immunogenetics (LIG) at 5625 Fishers Lane, Rockville, MD� 20852. The National Institute of Allergy and Infectious Diseases (NIAID) Antibody Biology Unit (ABU) of the Laboratory of Immunogenetics (LIG), in furtherance of its mission to advance our knowledge of human B cells and isolation of monoclonal antibodies, requires the Carterra LSA to be operational at all times. It is currently being used for COVID, malaria, and tuberculosis research, to characterize potent monoclonal antibodies against SARS-CoV-2, malaria, and tuberculosis. It was a significant investment and is required for essential work, therefore, preventative maintenance, software upgrades and updates are necessary for the protection and continued use of this instrument. The Antibody Biology Unit has already purchased the Carterra LSA. This service plan ensures continuous maintenance and part replacement to keep the instrument operational. It is an instrument that is used frequently in the laboratory; therefore, it is important to perform preventative maintenance, software upgrades, and updates for optimal performance. Required for this acquisition: One-Year (1) Service Contract for the following instrument and equipment Period of Performance: �04/17/2024 � 04/16/2025 Summit Level Service Contract � Carterra LSA - Product Code 9103� Minimum Requirements: Full coverage for OEM replacement parts, labor, and travel. Coverage includes all fees associated with repairs (labor and replacement parts) for any service or repairs performed. Priority scheduling and onsite response for all repairs during the period of performance. Priority scheduling is defined as scheduling, equal to the manufacturer�s direct contract and associated guaranteed onsite response times. If you are a third-party service provider, the priority scheduling and response times, must be listed on your quote. OEM Trained Certified Technician must be available during normal business hours. Documentation of OEM trained technicians required (see quote instructions below). One (1) Preventive Maintenance Inspections to be performed during a twelve-month period including one (1) PM kit 72-hour response time for onsite applications support (troubleshooting and repairs) 72-hour response time for all emergency repairs and all on site visits Instrument control software and hardware proprietary updates (can occur during scheduled preventative maintenance visits, unless critical for operation of instrument) software and firmware updates upon request, and in conjunction with a scheduled Preventive Maintenance or Corrective Maintenance visit, including software revisions. � Provide End User License Agreement (EULA) if applicable Unlimited service visits during normal business days hours, excluding Federal holidays Unlimited telephone support for instruments and applications and Remote Technical Support during business hours All invoicing must be billed monthly or quarterly in arrears. The statutory authority for this sole source requirement is 41 U.S.C. 1901(e)(2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement, with supporting proof that all the above requirements can be met, that will be considered by email (subject line to reference NOI-NIAID-24-2216683) to Dana Monroe at dana.monroe@nih.gov by 5:00 pm eastern time Tuesday, March 26, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
