ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED David Parente Contracting Officer CONTINUATION PAGE VENDOR REQUEST FOR INFORMATION (RFI) 36C24724Q0363 GG100 Heaters The RFP references (4) control valves but on the job walk we saw a total of (7) control valves between the heat exchangers and the water heaters... the job walk representative said he thought the (4) CV's was a typo and that all of them should be changed out. Is this correct? Yes, needs to be 7 control valves. Statement of work has been revised, See Statement of Work r1 .   Can you provide a spec for all equipment, valves, piping material, gaskets, etc. so that we know what to price? If the vendor goes back with the same style valves (150psi), piping material, and gaskets for steam valves (150psi)and made in the USA is suitable. Is installing new insulation included in our scope? If so, could you provide your insulation spec for this service? New insulation should be including because the system is currently insulated. The scope document references ""various lengths of pipe."" but is not clear as to what piping to actually replace. Can you provide a more clear scope as to what gets replaced so that we can estimate more accurately? The piping that needs to be replace is from the header valves to the equipment. Hours of operation are 7-3:30, but will it be possible to work 7-5:30? Yes, these hours of operations is correct and if would be possible to work until 5:30 as long as it schedule 2 to 3 weeks in advance. Which (5) gate valves are being replaced? On the heat exchangers. This was pointed out in the walk thru. Which (2) Y-strainers are being replaced? On the heat exchangers. This was pointed out in the walk thru. Which (4) Control valves are being replaced? On the heat exchangers and heaters. This was pointed out in the walk thru. Can we reuse all other fully functional valves, fittings, steam traps, etc..? No, old or refurbish material. New and American made material. How far back does the VA want to replace the insulation? Replace the insulation you remove piping, exchangers, and etc. What type and thickness insulation is needed on the new HX, and what type of finish is desired? (paper back, canvas with mastic, aluminum jacket) Going back with the same style insulation that s currently onsite but new. 1 to 1-1/2 Fiberglass Pipe Insulation tube style. STATEMENT OF WORK Charlie Norwood VA Medical Center (CNVAMC) Augusta, Georgia WATER/POOL/HEAT EXCHANGER REPLACEMENT 1. General 1.1. Services: The contractor shall provide replacement services for GG100-110 water/pool/heat exchanger. The contractor shall remove (2) existing AERCO Hot water heaters, (1) AERCO Pool water heater, (2) Heat Exchangers, (5) Gate valves, (2) Y-strainers, (7) Control valves and various lengths of piping located at the Charlie Norwood VA Medical Center, 1 Freedom Way, Augusta GA 30901 (CNVAMC) (Uptown). 1.2 Place Performance: Charlie Norwood VA Medical Center 1 Freedom Way Augusta, GA 30901 1.3 Background: Age of the existing equipment have exceeded their life expectancy. The necessity of these water heater(s), pool heater and heat exchanger(s) provide hot water to over 700,000 sq ft of building with over 5,000 points of water at 110 degrees, maintains a 60,000 gallon pool at 96 degrees and returns condensate back into the system for energy efficiency. 2. Hours of Operation 2.1. Business Hours 7:00am 3:30pm, Monday Friday, excluding Federal Holidays. If work is needed after hours the contractor shall provide a 2week notice. This will allow engineering to inform the facility and make the necessary adjustments. Work schedule The Contractor shall complete the repairs within 98 days after award of the contract and work within the set times annotated on Paragraph 2. Hours of Operation (2.1) 3. Contractors Responsibilities 3.1. The contractor shall remove (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and various piping associated and dispose of materials. Removal and installation will be done so to not interrupt hot water service within the building. 3.2. The contractor shall install (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials. 3.3. Provide all labor, tools, equipment and supervision necessary to remove/(2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials in GG100-110 Uptown VA. 3.4 Must have qualified personnel that have performed Removal of (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials. 3.5 Must have to perform the task of Removing and replacing (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials. 3.6 The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. Remove and replace existing (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials. The existing equipment has surpassed its life expectance and is beyond economical repair. Vendor will provide qualified technician(s), to provide, removal/installation and commission all parts needed to replace (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment. 3.7 Vendor should remove (2) AERCO hot water heaters, (1) AERCO Pool Heater, (2) Heat Exchangers and piping from the header valves to the equipment associated and dispose of materials. 3.8 The contractor shall complete the work required under this SOW in 98 day or less from date after award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Contractor shall comply with all requirements set forth by National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and the Joint Commission, to include NFPA 70: National Electric Code and NFPA 101; Life Safety Code. Further, the contractor shall follow safety precautions including the use of personal protective equipment (i.e. proper attire, masks, gloves, hardhat and eye protection). 3.9 The contractor is to clean up and leave the work area clean daily. There shall be no tools left unattended in the work area. 4. Government Responsibilities 4.1. The Government will provide a list of points of contact and authorized personnel to place requests for delivery and pick up. 4.2. The Government will designate a Contracting Officers Representative (COR) who will furnish technical guidance and advice or generally monitor the work to be performed under this contract. 5. Invoicing 5.1 Payment will be made monthly in arrears upon receipt of a properly prepared detailed invoice and validated by the COR. Invoices must be sent electronically through OB10 Payment System in Austin, Texas. 5.1.1. A properly prepared invoice shall contain: Invoice Number and Date services were provided Contractor s Name and Address Accurate Purchase Order Number Description of Supply or Service provided Total amount due 6. Special Contract Requirements GENERAL Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
