Description
REQUEST FOR INFORMATION Utilization Management Software Requirement: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) is committed to a healthcare system that treats its patient population effectively, efficiently, and appropriately. The VHA s Utilization Management (UM) Program focuses on using resources efficiently and ensuring that every Veteran receives consistent reliable, high-quality care in the optimal setting and at appropriate care delivery intervals. The objective of the UM program is to provide the right care, for the right patient, at the right time and for the right reason using evidence-based practice and continuous measurement and improvement. VHA mandates the use of the National Utilization Management Integration (NUMI) application via VHA Directive 1117, Utilization Management Program. The government-owned, NUMI application and Electronic Health Record (EHR) standardizes clinical appropriateness review of patient care at over 150 VHA facilities by integrating evidence-based clinical criteria into the application to assist clinicians and managers in care management decisions. VHA users are from all 18 Veterans Integrated Service Networks (VISNs), 153 medical facilities; and program offices that include the Utilization Management program office, the Chief Business Office, Purchased Care and the Consolidated Patient Account Centers (CPAC). This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The VA is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission. Responses: Please submit a capability statement describing your company s ability to meet the requirement described and responses to the questions below. The capability statement shall be limited to 10 pages. Responses to this RFI shall be submitted via email to William Freer at William.Freer@va.gov no later than Thursday, 3/28/2024 at 3:00 PM EST. Please also include Contract Number, expiration date, etc. Socioeconomic data: If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-73, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? Describe how your solution meets 508 compliance and what specific features or aspects are used to determine 508 compliance? Describe what features or capabilities included in your solution that the VA in achieving resiliency of an uptime of 99.5%? Describe what features can be used to help mitigate and audit a security event associated with the solution? Describe your solution s ability specifically address the following requirements: Ability to Interface with NUMI (do you have this capability out of the box or is time required to develop?) Interface with the Cerner Electronic Health Record Modernization (EHRM) (do you have this capability out of the box or is time required to develop?) Unlimited licenses available of the review products and ease of access for all users. Multiple avenues to access the review products- book view, interactive anonymous, application, NUMI, Cerner, Mobile access. Training of 16 new VHA instructors each year with vendor verification through certification and relevant continuing education credits, and yearly sustainment training of 50 current instructors with certification and continuing education credits. The opportunity to increase yearly sustainment training if needed. Reporting capability (please include any enhanced reports available) Describe how your system is hosted and how VA users would access the system.  If your solution is cloud-based, please describe your FedRamp certification status. Describe what type of training is provided with your solution and any recommendations related to how a workforce consisting of over a thousand users would be transitioned to your solution. How would user access be managed for your services and is it possible that specific VA users would be provided a direct ability to grant or remove user access?   Describe your technical support capabilities and what kind of help desk/customer services your solution provides. Provide a Rough Order of Magnitude (ROM) estimate to include pricing models that would be most advantageous to the Government. Describe your pricing methodology. Is there a price per user unit price? Do you offer an enterprise license? Do you offer tiered pricing methodology?  Do you offer the ability to choose different products, vice all included ? What are your software license terms and conditions? As part of this market research, VA may follow up by requesting a meeting with your team.
