Description
The Air Force Civil Engineer Center (AFCEC) Energy Directorate (AFCEC/CN) team of professionals have an impact on the capabilities of Air Force (AF) Base Civil Engineers (BCE) every day by providing direct technical, managerial and training expertise. The AFCEC/CN team, consisting of military, Federal civilian, and Advisory and Assistance Services (A&AS) Contractor support personnel, work together to provide support to the AF with the goal of developing and applying best management practices within the energy management field. Measurements and Analysis (M&A) develops data collection tools, assesses data integrity, and compiles and issues final data reports to Secretariat level taskings, while developing training materials to educate and inform AF Energy Managers (EMs) how to effectively utilize applicable tools. Using output from M&A, the Installation Energy Plans (IEPs) are developed to identify and provide mitigation strategies to address energy assurance and resiliency risks. Cost effective energy assurance is accomplished through utility rate management (URM), various direct investment, partnership, and third party acquisition [e.g. Energy Savings Performance Contract (ESPC), Utility Energy Service Contracts (UESC), Utilities Privatization (UP), Power Purchase Agreement (PPA)] avenues. The Advanced Meter Reading System (AMRS) Program Management Office (PMO) fields, maintains, and updates the AMRS and supporting servers for multiple facilities at AF installations worldwide. All acquisition processes, regardless of avenue, require assistance with formulating Statements of Work (SOWs) for construction projects, providing recommendations to Government personnel, and the tracking of project completion during acquisition execution. On 5 April 2019, the United States Air Force awarded the current contract as a firm fixed price contract with a one year base and four one-year option periods to Peerless Technology Corporation, (CAGE Code 1PST8) on task order (TO) FA890319F0126.� This TO was awarded off General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS), GS00Q14OADS328. Due to changes in the contract writing system the TO was later changed to FA800322F0003 on 30 March 2022. The period of performance for FA800322F0003 will end on 10 April 2024.� Due to unforeseen circumstances, an extension is necessary to complete the competitive follow-on. Due to the limited time available before the end of the current Energy Support contract, the AF intends to extend contract services with the award of a directed sole source award to Peerless Technology Corporation under the authority of FAR 6.302-1.� This acquisition will have a twelve-month period of performance with one six-month option. This notice of intent is not a request for competitive proposals and no solicitation is available.� Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 541330, DUNS Number, and CAGE Code).� Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality.� All responses must be provided in writing to the Contracting Officer (Nicholas Massey) with a copy to the Contract Specialist (Hunter Grim) not later than 5:00 PM Local Dayton, Ohio Time (Eastern) on 03 April 2024.� A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government.� The Government will not be responsible for any costs incurred by responding to this notice.� This notice in no way obligates the Government to award any modifications to the existing contracts.
