- Notice of Intent to Increase BPA Ceiling This is a notice of intent to increase the BPA Ceiling for BPA 36C10G21A0010. The supplies to be acquired consists of various types of Biosense Webster Electrophysiology (EP) catheters needed for diagnostic testing and treatment for invasive (intra-cardiac) and non-invasive procedures and are a critical part of cardiac patient care. Intent to Increase BPA Ceiling: Veterans Affairs, Strategic Acquisition Center (SAC) intends to issue a modification to the current Blanket Purchase Agreement (BPA) 36C10G21A0010 on a sole source basis to Biosense Webster Inc. The purpose of this modification is to increase the current BPA Ceiling by $4,763,759.95 and will extend the current period of performance end date from March 31, 2024, to May 31, 2024. The ceiling is being increased to extend the ordering period on the national BPA until a new contract vehicle can be established to prevent a lapse in access to critical delivery of Electrophysiology (EP) Catheters and disposable products. Intended Recipient: Biosense Webster Inc., 31 Technology Drive, Irvine, CA 92618 Ceiling Increase Justification: 36C10G21A0010 was established on a sole source basis on August 19, 2021, under NAICS 339112. The purpose of this BPA modification is to allow VA Clinicians and Veterans continued access to a supply chain for ordering and delivery of Electrophysiology Catheters and disposable products. The supplies to be acquired consists of various types of EP catheters needed for diagnostic testing and treatment for invasive (intra-cardiac) and non-invasive procedures and are a critical part of cardiac patient care. Biosense Webster is the sole provider of Biosense Webster EP Catheters and associated products which integrate with and enable the use of the Biosense Webster CARTO® 3 System and does not authorize the sale of these products through any third-party distributors. Acquiring a product other than Biosense Webster EP Catheters would have a negative impact on the Veteran, as an alternative product would hinder the VA s ability to provide patient care due to the inability of the provider to diagnose and treat cardiac arrhythmia patients. The modification for extension of the ordering period on the national BPA will utilize the products and pricing that are currently established and were previously determined fair and reasonable. This is NOT a request for Quotes. In accordance with Federal Acquisition Regulations (FAR) 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the Agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can supply the Government s needs as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Responses must be received via email to the point of contact by the response time in the notice.
