1.0��� PREFACE The United States Mint is seeking comments from industry on the United States Mint Draft ""Printed Cards for the Trapped Blister Products"" Statement of Work (SOW). The United States Mint is issuing this Request for Information (RFI) for the sole purpose of conducting market research, and seeks to obtain comments, questions and suggestions on the draft SOW document (Attachments/Links). Please note that this is being requested for information and planning purposes and submission of a response to this RFI will not result in an award of a contract. The United States Mint, at its sole discretion, may choose to incorporate comments and suggestions for upcoming requirements. The United States Mint may not answer every question submitted under this RFI, and may use the questions to help better define requirements for use in the final SOW. Contractor Submission: The United States Mint requests that contractors respond by providing a capabilities statement that demonstrate how the company is suitable to meet the requirements in the Draft SOW along with a proposed delivery production time line. Below please find general background and history, scope and notice of the federal procurement process as it relates to the ""Printed Cards for the Trapped Blister Products"". The draft SOW (Attachments/Links) is attached to this notice as a separate document.� Please note you will not be reimbursed for any expense(s) to reply to this announcement. 2.0 About the Mint Established in 1792, the Mint is the world�s largest coin manufacturer. Since Fiscal Year (FY) 1996, the Mint has operated under the Public Enterprise Fund (PEF) (31 U.S.C. � 5136 (Office of the Law Revision Counsel of the U.S. House of Representatives)). The PEF enables the Mint to operate without an annual appropriation. The Mint generates revenue through the sale of circulating coins to the Federal Reserve Banks (FRB), numismatic products to the public, and bullion coins to authorized purchasers. Revenue in excess of amounts required by the PEF is transferred to the United States Treasury (Treasury) General Fund. The Mint is privileged to connect America through coins and medals, which reflect the remarkable history, values, culture, diversity, and natural beauty of our Nation. To maintain the Mint�s reputation as one of the finest mints in the world, Mint employees are committed to undertaking their work according to the core values of service, quality, and integrity. The Mint operates six facilities and employs nearly 1,600 employees across the United States. Each facility performs unique functions critical to our overall operations. Manufacturing facilities in Philadelphia and Denver produce coins of all denominations for circulation. Both facilities also produce dies for striking coins. All sculpting and engraving of coin and medal designs are performed in Philadelphia. Production of numismatic products, including bullion coins, is primarily performed at facilities in San Francisco and West Point. All four production facilities produce commemorative coins as authorized by Federal laws. Administrative and oversight functions are performed at the Mint Headquarters in Washington, D.C. (United States Mint, 2021). 3.0 Background The United States Code authorizes the Secretary of the Treasury (and thereby Mint) to produce and issue coins, medals and numismatic items. Under this authority, the Mint manufactures and sells collectible versions of its coins and medals directly to the general public. The Mint�s products may be reviewed at http://catalog.usmint.gov/. Packaging is integral to the final product sold. The Mint purchases packaging parts from contractors to be consumed in the production and assembly of its products. Coins and medals sold by the Mint are collectible and due to their nature, their associated packaging and the finished product made up of the packaging and coins together are also collectible. 4.0 Scope The purpose of this RFI is to Broaden Contractor Base for the ""Printed Cards for the Trapped Blister Products"" requirement.� For a full scope of the requirement please see the SOW in the Attachments/Links section. �5.0 �� FEDERAL PROCUREMENT PROCESS Although the United States Mint is a bureau of the Department of the Treasury, in accordance with 31 U.S.C. � 5136, provisions of law governing the procurement or public contracts are not applicable to the procurement of goods or services that are necessary for carrying out United States Mint programs and operations. The intent and effect of the provision is to afford the United States Mint the flexibility to operate in a business-like fashion.� Nonetheless, many of the same fundamental principles of federal procurement that apply to other federal agencies still apply to procurements conducted at the United States Mint and accordingly United States Mint contracts must include certain provisions that may not be familiar to vendors who do not typically do business with the government.� In addition, some provisions that may be standard in commercial contracts (such as provisions requiring the United States Mint to indemnify the vendor, or provisions requiring the United States Mint to submit to the jurisdiction of any state court) are unsuitable for United States Mint contracts.
