- Office of Land and Emergency Management (OLEM) Mission Support Services (Consolidated Acquisition) The purpose of this special notice is to provide the requisite notification of the Agency�s March 22, 2024, Senior Procurement Executive�s (SPE�s) determination that this consolidation of contract requirements under this consolidated acquisition titled, �Office of Land and Emergency Management (OLEM) Mission Support Services � is necessary and justified (per FAR 7.107-2). The determination will be posted with the solicitation in accordance with the following Federal Acquisition Regulation (FAR) and United States Code (U.S.C.) citations below. FAR 7.107-5 Notifications. (c) Notification to the public of consolidation of contract requirements. The SPE [Senior Procurement Executive] or CAO shall publish in the GPE� (1) A notice that the agency has determined a consolidation of contract requirements is necessary and justified (see 7.107-2) no later than 7 [calendar] days after making the determination; the solicitation may not be publicized prior to 7 [calendar] days after publication of the notice of the agency determination; and (2) The determination that consolidation is necessary and justified with the publication of the solicitation. 15 U.S.C. � 657q(c)(2)(C) Notice. Not later than 7 [calendar] days after making a determination that an acquisition strategy involving a consolidation of contract requirements is necessary and justified under subparagraph (A), the senior procurement executive or Chief Acquisition Officer shall publish a notice on a public website that such determination has been made. Any solicitation for a procurement related to the acquisition strategy may not be published earlier than 7 [calendar] days after such notice is published. Along with the publication of the solicitation, the senior procurement executive or Chief Acquisition Officer shall publish a justification for the determination, which shall include the information in subparagraphs (A) through (E) of paragraph (1).
