- C RAINIE FALLS TRAIL CLEARING & RECONSTR This procurement is UNRESTRICTED. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal for a firm fixed price construction contract for Rainie Falls Trail Clearing and Reconstruction located near Grants Pass, Oregon in Josephine County within the vicinity of the BLM-Medford district area of responsibility. The magnitude of this construction project is between $100,000.00 and $250,000.00. The performance period is from date of award through approximately June 15, 2024. The NAICS code is 237990 and the small business size standard is $45.0 million. The work to be done under this contract includes all labor, supervision, transportation, equipment, tools, supplies, and materials necessary to perform the following work: 1. Clearing of woody debris, trees, rocky debris, and damaged retaining walls and construction of retaining walls utilizing hand tools. 2. Minor work includes some trail widening, construction of a few drainage dips and rock fords and felling of hazard trees utilizing hand tools. Location of work is on an already established trail that was overrun by a fire in August of 2022 Location of the trailhead is on the south side of the Rogue River at the end of Grave Creek Road. It is near the intersection of Mt. Reuben Road and in Township 34S Range 08 West, Section 01. Trailhead Latitude is 42.6486 and Longitude is at -123.5855. Distance from I-5 at Wolf Creek is 15 miles to the west from Exit 76 or 15 miles west from Sunny Valley (Exit 71). The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor(s) are Relevant Experience where technical/non-price evaluation factors, when combined, are significantly more important than price. The solicitation is anticipated to be issued on or about March 26, 2024. All responsible sources may submit a proposal which shall be considered by the agency.
