This is a SOURCES SOUGHT NOTICE ONLY This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service-Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing Non-Invasive Ventilators with a trolley, accessories, and user manuals for the Gulf Coast veterans Health Care System Biloxi as per the draft statement of work below. See DRAFT Statement of Work for detailed services. The NAICS code is 339112, other Computer Related services the Size Standard is 1000 employees. Responses must be received no later than 12:00 p.m. Central Time, Monday, April 01, 2024. Responses shall be emailed to Justin.Taylor5@va.gov Response shall contain Capabilities Statements to include Unique Entity Identification (UEI) number, proof that you are an authorized dealer of software and any qualifying certifications that may be required. Background: The Respiratory Therapy section is required to offer a level of patient care and support by having multiple non-invasive ventilation units available to meet the demand of our patient population who are physically unable to breath or are breathing insufficiently. The units are used for patients with sleep apnea, congestive heart failure, chronic obstructive pulmonary disease, restrictive disorders, hypoventilation syndromes, and neuromuscular diseases. The units are also used for patients who require additional respiratory support during post-operative care or step-down care when extubated from an invasive ventilator. The units must provide multiple non-invasive ventilation and high flow oxygen therapy modes, configurable alarms, and the ability to be used during in-house transport. The units must use the same disposable supplies the Respiratory Therapy section currently stocks. Patient type: Adult and pediatric patients who have spontaneous breathing but need mechanical ventilation (patients with a tidal volume of 100 ml or more). 4. Scope: Medical Service/ Respiratory Therapy section is requesting four (4) non-invasive ventilators with a trolley, accessories, and user manuals for the Biloxi campus. 5. Specifications/Characteristics: The non-invasive ventilator units must meet the following requirements: Suitable for patients   12.5 kg body weight with tidal volume as low as 100 mL   Operational Modes:  SPONT PS (Continuous positive airway pressure with pressure support) S/T (Spontaneous with timed backup) PCV (Pressure control ventilation) PRVC (Pressure regulated volume control ventilation) PPS (Proportional pressure support ventilation) O2 therapy  (High flow oxygen therapy) Adaptive triggering  High / Low Pressure O2 Source   Dual HEPA Filtration   Viewable ventilator alarms with dual speaker system   Adaptive triggering and cycling Oxygen pressure source Viewable, configurable hospital grade alarms Internal battery 45 min; External battery 4 hours Continued operation with hot swap batteries Integrated carbon dioxide and oxygen saturation monitoring Reconfigurable for in-house transport Full disclosure with 72 hours of clinical data/ waveforms stored on the unit Event logs Trend data Detects CO2 and SpO2 parameters automatically with Smart Cable System Color liquid crystal display Power supply Must be able to be used with current disposable supply inventory.
