Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Johnson Controls to supply a Network Automation Engine (NAE) device for the new Acquisitions Management Facility (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). This NOI is combined for two (2) separate projects to be procured by separate contractors.� A Design-Build (D-B) contract for a new Acquisitions Management Facility (NC3) and a Design-Build (D-B) contract for a new Logistics Readiness Squadron (LRS). The utility meters at each facility must be connected to the existing base wide Utility Monitoring and Control System (UMCS) on the HAFB campus. This will allow Hanscom to monitor utility usage of each system and to bill NC3 and LRS for their utility usage. The UMCS Front End on Hanscom Air Force Base (HAFB) is a JohnNC3/LRSson Controls Metasys system. The base-wide UMCS allows Hanscom personnel to remotely monitor, manage, access, and control HVAC, utilities, and other building systems for each building on HAFB connected to the base-wide system. Due to the sheer size of HAFB�s UMCS across the Base, data from individual building systems is not allowed to be streamed directly to the Metasys server as this would quickly overwhelm the server and cause the system to become inoperable. The Metasys system handles this potential data �overload' by placing a small box called a Network Automation Engine in the building where the meter for utility system is located. The UMCS controls when each Network Automation Engine sends those data packets from the meters thereby preventing overload of the UMCS server. The intent of the sole source requirement is to provide a Network Automation Engine by Johnson Controls in both the new Acquisitions Management Facility (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Johnson Controls Network Automation Engine. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Johnson Controls system for the NC3 procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
