- �PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. The Federal Motor Carrier Safety Administration, Washington, DC, intends to award a 5-year, sole source contract with FFP and T&M/LH Contract Line Items with the American Association of Motor Vehicle Administrators (AAMVA) to provide Operations and Maintenance (O&M) support for the Commercial Driver�s License Information System (CDLIS). The statutory authority which permits other than full and open competition for this acquisition is 41 U.S.C.3304(a)(1), as implemented by FAR 6.302-1. This authority is supported by a justification for other than full and open competition. This is not a solicitation. This synopsis is for informational purposes only. The applicable NAICS code is 541519. The size standard as defined by the U.S. Small Business Administration is $34M. The primary objective of this prospective contract to obtain information technology (IT) services to facilitate the effective sustainment of the Commercial Driver�s License Information System (CDLIS) capability, the national clearinghouse and depository of information about the licensing, identification, and disqualification of operators of commercial motor vehicles. CDLIS currently includes the databases of fifty-one licensing jurisdictions and the CDLIS Central Site, all connected by a telecommunications network, and supports the exchange of commercial driver licensing information among all the States. Currently, the American Association of Motor Vehicle Administrators (AAMVA) owns the assets and operates CDLIS under an agreement with FMCSA. FMCSA continues to provide oversight of CDLIS and the various State testing and licensing functions under the delegation of authority responsibilities assigned in 49 CFR 1.73(e). Federal personnel require access to CDLIS for the retrieval of CDL records. This population of authorized users includes, but is not limited to: FMCSA Division, Service Center, and Headquarters users, as well as users from other Federal agencies, who access FMCSA�s data systems, such as the U.S. Customs and Border Protection�s (CBP) Automated Commercial Environment (ACE) interface to FMCSA�s Query Central. This synopsis is not a request for competitive proposals; however, all responsible sources may submit a capability statement which shall be considered by the agency. Responses must include clear and convincing evidence of the offeror�s technical capability of fulfilling the requirement. Responses that fail to include relevant technical capability information and all terms and conditions may be assessed as not capable of meeting the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. ���
